Manager, Health Data Exchange Adoption & Analytics – Blue Cross Blue Shield of IL, MT, NM, OK & TX – Chicago, IL

HCSC’s Health Data Exchange team is doing innovative and important work to align incentives and analytics at the point of care by delivering actionable insights to providers. We are leading the way to improve healthcare by increasing collaboration with providers to ensure coverage that is affordable, accessible, appropriate, effective and equitable.

The Health Data Exchange team is part of a large-scale initiative to advance healthcare interoperability and strengthen collaboration with providers in order to improve patient care. This team is responsible for meaningful work involving the adoption, operations and delivery of capabilities needed to support and expand Health Data Exchange, which provides the foundation for our work in provider analytics, reporting, connectivity, data science and insight generation.


BASIC FUNCTION
: As the healthcare industry continues to rapidly transform, HCSC recognizes the importance of connecting with our providers to exchange health data in order to provide effective care. This position is responsible for the adoption and analytics needed to support and expand the health data exchange program, which includes: managing a team, fostering strong relationships with external and internal stakeholders; addressing issues / risk from stakeholders; planning and coordinating comprehensive solutions; and proactively identifying improvements to health data exchange adoption, expansion and utilization.

JOB REQUIREMENTS:

  • Bachelor Degree in Math, Actuarial Science, Business Statistics, Accounting or Finance OR 4 years experience
  • 5 years experience interfacing with external clients, large employers, brokers, or consultants OR 5 years experience in presenting analytic results to both internal and external audiences.
  • 5 years experience in requiring data analysis and information reporting related to healthcare data.
  • 2 years leadership experience.
  • Negotiation, decision-making, organizational, and analytical skills.
  • Verbal and written communication skills, including presentation skills.
  • PC proficiency to include Access, Excel, Word, and PowerPoint.


PREFERRED JOB REQUIREMENTS
:

  • 2 years of people, project or program leadership with Health Data Exchange/interoperability initiatives
  • Bachelor’s or Master’s Degree in Business, Data Analytics, Engineering, Health Information Management, Healthcare Administration, Public Health, IT/Computer Science or a related analytic or healthcare field
  • Knowledge of health data exchange standards (such as HL7, FHIR, EDI, CDA, etc.), clinical data sets (such as CPT, SNOMED, ICD, LOINC, etc.), and interoperability in healthcare
  • Knowledge of terminology and concepts used in the health insurance industry.
  • Experience with healthcare information systems implementations
  • Experience with CMS Rulings and implementations


ESSENTIAL FUNCTIONS
:

  • Organize and manage analytics and reporting efforts regarding HDE adoption and utilization.
  • Monitor strategic opportunities, business development opportunities, and unique approaches to assist in acquisition and utilization of health data in support of business goals
  • Create and support report creation and optimization that highlight opportunities to further clinical data utilization
  • Responsible for planning, organizing and managing activities of a team of analysts that provides business intelligence support for business segments;
  • Manage individuals responsible for the development of network strategies and connectivity models that reflect innovative ways to adopt and increase utilization of health data considering local and national environmental variability, emerging trends, market and segment needs, and deliver quality and cost savings.
  • Develop and maintain strong relationships with customers; develop internal and external content and communication (e.g., resolution plans, status updates, operations changes, and next steps), as needed.
    • Leading initiatives to analyze complex business problems and issues using data from internal and external sources; bringing expertise or identifying subject matter experts in support of multi-functional efforts to identify, interpret and produce recommendations and plans based on company and external data analysis;
    • Ensuring that policies and procedures align with corporate vision; selecting, developing and evaluating personnel ensuring efficient operation of the function.
    • Communicate and interact effectively and professionally with co-workers, management, customers, etc.
    • Comply with HIPAA, Diversity Principles, Corporate Integrity and Compliance Program policies and other applicable corporate and departmental policies.
    • Maintain complete confidentiality of company related business.
    • Maintain effective communication with management regarding development within areas of assigned responsibilities and perform special projects as required or requested. Understand the health data available in multiple enterprise data repositories.
    • Build and manage internal and external relationships to ensure collaboration when refining the strategic roadmap and maintaining constant alignment.
    • Successfully collaborate with health data teams to seamlessly handle transition of projects as milestones are met.
    • Demonstrate good judgment, discretion and maintain complete confidentiality of company business.
    • Maintain communication with management regarding development within areas of assigned responsibilities and perform special projects as required or requested.
