The Public Health Response Coordinator (PHRC), under the supervision of the Public Health Nurse Supervisor with the direction from Wyoming Department of Health Public Health Emergency Preparedness Program, coordinates a standardized approach to local emergency preparedness and response capabilities in the Wind River Family and Community Health Care System for the Northern Arapaho Tribe on the Wind River Indian Reservation through implementation of the Center for Disease Control and Prevention (CDC) Preparedness Capabilities. This position coordinates disaster and incident planning, training, and exercise for various public health emergencies to meet the Preparedness Capabilities.

PHRCs will provide overall coordination at the local and regional level with local partners representing the following sectors: community leadership, cultural and faith-based groups and organizations, emergency management, healthcare(to include hospitals and Emergency Medical Services (EMS), law enforcement, housing and sheltering, media and mental/behavioral health. These responsibilities may involve biological, chemical, nuclear, radiological, explosive, infectious and communicable disease outbreak or events.

Coordinate the development and implementation of Wind River Family and Community Health Care System Public Health preparedness and response planning, ensuring plans are integrated with local plans: specific to emergency support function 8, (ESF), base emergency operations plan, chemical, biological, pandemic influenza, smallpox, white powder/anthrax, radiological and nuclear, explosive, natural disaster, communications, crisis risk communication, medical countermeasures and dispensing, and smallpox.
Carry out deliverables as documented in the Statement of Work and deliverable guidance provided by Public Health Emergency Preparedness program each contract period.
Lead and participate in community emergency planning meetings and committees throughout the Wind River Indian Reservation, county and state in public health and community planning and response. As assigned, coordinate and facilitate meetings to support community planning, training and exercises, activities, preparing agendas, minutes, presentations, routine correspondence, and research in support of such committees.
Maintain the respiratory protection program for public health employees and conduct annual fit testing.
Monitor and maintain call lists for 24/7 contact.

Ability to work in a standard office environment, sitting at a desk with a computer for multiple hours, standing, bending, walking, and climbing stairs.

May be exposed to infectious agents, chemical, biological, nuclear, incendiary and explosive agents, and environments in the case of bio-terrorism or all “hazards” event.
Ability to travel within the Reservation, county, state, region, and nationally.
Ability to lift 50 pounds.

A bachelor’s degree from an accredited college or university in planning, health science, public health, and health administration or other closely related fields and 2 years’ experience in emergency management activities preferred. Must have excellent computer skills.

A valid driver’s license is required at time of appointment. Incident Command System certification preferred but will be available after appointment.
