The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role as a Management Analyst 5 within the Research and Data Analytics Unit. This is a full-time, permanent position, located at Department of Corrections Headquarters in Tumwater, Washington.

This position will be providing analyses and recommendations for management solutions, reports, and presentations on divisional, agency and/or routine issues that have significant impacts to the entire department. This position is a strategic expert within the unit, researching, analyzing, and making recommendations regarding complex and often unprecedented issues that have a broad scope and significant budget or policy impact on individual programs and/or the agency. Projects for the various business units are often complex and have high dollar impact as the agency’s budget is informed by the data produced by the Research and Data Analytics Unit.

The position will be responsible for providing expert professional technical analytical advice and consultation to executives, managers, and operational/business units inside the agency on data-related issues. The position will contribute towards the development of performance measures that support the department’s strategic goals, including data collection, tracking, analyses, and reporting as requested by the department’s executive managers.

The position will also analyze and make recommendations regarding multi-dimensional and complex issues having a significant impact to our external customers including, but not limited to, legislative staff, Office of Financial Management staff, the Governor’s Policy Office, the Washington State Institute for Public Policy, and organizations and institutions that have requested data and/or technical advice.

The position will contribute to advanced problem-solving efforts as identified and prioritized by agency leadership, and other process improvement efforts within Research & Data Analytics. The position will be responsible for assigning data requests, consulting and/or mentoring other analysts, establishing consistent approaches to data analyses and presentation, and performing quality assurance spot checks on data analyses produced by the unit. This position will also provide assistance as needed to their supervisor, such as attending meetings, preparing talking points and briefings for executive management, and reviewing agency data publications.

Duties

Key responsibilities of a Management Analyst 5 include, but are not limited to:

Respond to ad hoc data requests from internal and external stakeholders in a responsive, accurate, and timely manner. Independently develop, prepare analyses, and recommend data and business rules that support data needs, summaries, and reports. Requests include those from Legislative staff, the Governor’s office, and other high-profile customers.

  • Design, develop and maintain management and operational reports to meet the requirements of the business and/or requestor.
  • Consult with executives, managers, and other staff to provide analyses, recommendations, and evaluation of factors that influence the data, performance and/or program(s).
  • Build custom datasets and reports, and document logic and reasoning for program design.
  • Conduct quality assurance checks on all RDA work performed, work products, internal processes, and deliveries to ensure accuracy and format are appropriate.
  • Maintain confidentiality of protected information, such as personal and medical information, and ensure information is only shared with authorized parties.
  • Provide findings in products tailored to the intended audience (e.g., dataset, fact sheet, article, presentation).

Contribute to problem-solving efforts as identified and prioritized by agency leadership, and other process improvement efforts within Research & Data Analytics. Provide leadership in anticipating the requirements for management, performance data, and outcomes.
Design, develop, and oversee the implementation of data reports addressing complex and sometimes unprecedented issues relating to business practices, policies, and data management.

  • Participate in and/or lead problem solving and process improvement workgroups.
  • Consult with DOC staff members and external customers regarding business and data needs/requirements.

Perform duties of a lead analyst. Provide assistance as needed to the supervisor, such as assigning work, attending meetings, preparing talking points and briefings for executive management, and reviewing agency data publications.

  • Assign ad hoc requests.
  • Train and mentor RDA staff on SAS/SQL programming and approaches to data analysis and presentation.
  • Assist in the development, maintenance, and training of consistent processes for data analysis, data presentation, documentation, quality assurance, and prioritization of work within the unit.
  • Attend meetings, present findings/recommendations, and facilitate interaction between diverse groups.

Establish and produce complex reports and data analyses that sustain local and statewide performance measures and other operational recurring reports as identified and prioritized by agency leadership.

  • Design, develop and maintain management and Operational reports to meet the requirements of the business and/or requestor.
  • Consult with executives, managers, and other staff to provide analyses, recommendations, and evaluation of factors that influence the data, performance and/or program(s).
  • Build custom datasets and reports, and document logic and reasoning for program design.
  • Conduct quality assurance checks on all RDA work performed, work products, internal processes, and deliverables to ensure accuracy and format are appropriate.
  • Maintain confidentiality of protected information, such as personal and medical information, and ensure information is only shared with authorized parties.

  • Track work progress and completed products.
  • Perform other duties as assigned.

Qualifications

Required Qualifications:

Master’s degree in public administration, statistics, sociology, criminal justice, social work, social sciences, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation or a foreign equivalent.

OR

Bachelor’s degree AND at least three (3) years of experience in managing complex datasets and responding to research and/or policy-related inquiries

OR

Two (2) years of experience as a Management Analyst 4

OR

At least five (5) years of experience in managing complex datasets and responding to research and/or policy-related inquiries

AND

Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. Demonstrated ability to identify, analyze, and interpret trends or patterns in complex datasets.

Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points.

Ability to work in a fast-paced environment with tight deadlines and a high degree of political sensitivity.

Ability to work independently and as part of a team.

Intermediate proficiency level programming in SAS and SQL.

Basic proficiency level in Microsoft Word and Outlook.

Intermediate proficiency level in Microsoft Excel.
