3) Duties/Responsibilities

a) Specific Tasks:

  • Review and analyze the clinical maintenance requirements of Bureau of Medicine and Surgery (BUMED) and DHA activities, including conducting site visits and assisting in the development of integration strategies for new information technology, imaging, image management, and other hospital-based systems.
  • Coordinate special projects and perform specialized technical tasks involved in the installation, maintenance, servicing, modification, troubleshooting and calibration of biomedical systems and instrumentation including care compliance policy updates and development, health information technology equipment and medical maintenance and Information Assurance initiatives.

Description: Supports the Defense Health Agency (DHA), Defense Health Agency (DHA), Medical Equipment and Logistics Solutions (MELS) Directorate, Naval Medical Logistics Command (NMLC) to support the day-to-day activities of the MELS Directorate. Performs Biomedical Equipment Functional Analysts support, inclusive of providing a diverse professional equipment support services, medical equipment maintenance contracts support, providing technical evaluation of contractor proposals to ensure compliance with specifications, providing consultation and advisory. Serves as the liaison between medical industries on matters related to medical equipment. Manages the installation, modernization, and prioritization of equipment related to procurements. Supports site visits to MTFs, field units, as well as ships throughout the Navy to evaluate and make recommendations as to the condition of replacement of, or upgradability of existing equipment within the facilities.

Responsibilities: As a Biomedical Equipment Functional Analyst, reports to the DHA Chief, MELS Directorate, NMLC. Primary responsibilities include the review and analysis of the clinical maintenance requirements of BUMED and DHA activities, including conducting site visits and assisting in the development of integration strategies for new information technology, imaging, image management, and other hospital-based systems. Provides mentoring of
Biomedical Equipment Technicians on-site and throughout Naval Medical Treatment Facilities (MTFs), DHA and BUMED activities and may provide leadership guidance on management of operations and major projects. Improves or make test setups to conduct functional checks of biomedical test equipment; design to connect various components of complete systems and other complex integrated clinical systems involving specialized biomedical instrumentation. Provides a systematic preventive maintenance program for complex integrated diagnostic systems and related biomedical instrumentation; provide engineering and technical counsel on codes to ensure compliance with safety standards; maintain maintenance records and prepare reports as required. Provides technical assistance and instruction in the maintenance and operation of equipment; recommend the purchase or acquisition of biomedical instrumentation or related accessories; advise of equipment deficiencies and make appropriate recommendations as required. Coordinates and evaluate the work performed by vendors to include maintenance, calibration, installation, and verification of service documentation. Serves as member of the Logistics Assistance Visit and/or the Logistics Readiness Assessment team. Performs a variety of routine tasks associated with the installation, service, calibration, and acceptance of a diverse range of biomedical instrumentation. Develops Maintenance Plans and Procedures for medical equipment to meet manufactures recommendations to be included in the Computerized Maintenance Management System (CMMS). Reviews, analyzes, tracks compliance, and disseminate hazards, alerts, and recalls on medical equipment to Navy Medical Facilities. Assists in the support of preventive maintenance programs for biomedical equipment. Documents the introduction of new equipment, corrective and preventive maintenance actions and special requests as required. Assists in the diagnoses of equipment malfunctions by providing alterations, repairs, or replacements to ensure that biomedical instrumentation meet specified requirements. Acts as a subject matter expert (SME) to the BUMED, the DHA, and to any and all Joint Committees that review and propose equipment maintenance/sustainment policy as it applies to joint ventures between the Department of Defense (DoD) and other Government agencies. Serves as a member of the Equipment and Technology Management Training Team providing classroom instruction onsite and throughout Navy Medicine. Follows established standard procedures for monitoring centrally managed service contracts throughout the MTFs.

Reviews, analyzes, tracks compliance of X-ray Acceptances for all medical diagnostic, therapeutic, and dental imaging devices

4) Additional Requirements
a) Education: Graduate of the DoD Biomedical Equipment Technician Program or possess an Associate degree in Biomedical Electronics Technology or equivalent from an accredited institution or an associate degree in Electronics Technology or equivalent from an accredited institution
b) Certified Biomedical Equipment Technician (CBET), Certified Radiography Equipment Specialist (CRES), or Certified Laboratory Equipment Specialist (CLES).
c) Four (4) or more years of relevant work experience in medical equipment management i.e. maintenance and management of medical, dental, and diagnostic imaging equipment.
