POSITION SUMMARY:

This position is for a Healthcare Planning Program Manager in support of a VA / Veterans Health Administration (VHA) healthcare system client. The incumbent will manage a planning portfolio supporting multiple projects in various technical healthcare planning activities. Healthcare planning is the development, validation, and implementation of strategic, operational, and construction plans of action for optimal healthcare delivery while ensuring industry standard, regulation, and best-practice adherence.

The Healthcare Planning Program Manager will be responsible for managing all phases of the planning process as a designated member of a “Team” for small, medium, and large projects under the supervision of a Senior Healthcare Planner. The incumbent will resolve architectural programming/planning problems and will generate space programs and functional narratives for projects. This position is client facing and requires the ability to direct, control, and monitor healthcare planning activities.

Our team has provided strategic and tactical support directly to the VA Greater Los Angeles Healthcare System (VAGLAHS) for over six years and requires an experienced Program Manager with a background in healthcare planning and/or construction to help continue to grow the team. Responsibilities include the development and review of staff and equipment relocation and space activation/deactivation in support of the current VA development projects in West Los Angeles, CA, to prepare and plan for the development of over 1,200 Veteran housing units and an overall vibrant community, while ensuring continued healthcare services.

MAJOR DUTIES:

  • Leads discussion, coordination, and process management of Enhanced Use Leases (EULs) implementation at the VA West Los Angeles (WLA) Campus as part of Strategic Facilities and Master Planning (SFMP).
  • Understanding and application of Space Planning (required), , Performance/Process Improvement (desired). .
  • Works on site at the VA West LA Campus no less than four days a week.
  • Produces client ready deliverables related to the five phases of Project Management (Initiating, Planning, Executing, Monitoring & Controlling, and Closing).
  • Identifies and addresses client needs specific to federal program and project management, and federal consulting or federal project management.
  • Responsible for actively participating in and facilitating client discussions and project meetings.
  • Manages engagements including preparing concise, accurate documents and balancing project budget with the occurrence of unanticipated issues.
  • Guides, plans, and oversees the development, maintenance, and operational access to comprehensive scheduling documents used by all levels of management.
  • Interfaces with customer and contract personnel to develop and track project plans and deliverables.
  • Gathers and reviews data concerning facility or equipment, restrictions, required completion date, and construction feasibility.
  • Develops executable solutions to satisfy project requirements.
  • Enjoys working collaborative with colleagues, contractors, and clients to solve complex problems.

REQUIRED SKILLS & EXPERIENCE:

  • Accredited bachelor’s degree in a relevant field, Master’s degree is a plus.
  • Holds 5+ years of government healthcare construction planning experience.
  • Has experience and understanding of the Department of Veterans Affairs or other similar government agency.
  • Has an active professional certification relevant to project management or planning.
  • Take the lead role in developing client-ready deliverables.
  • Strong knowledge of program and project management fundamentals, including the Project Management Body of Knowledge (PMBOK).
  • Knowledge of Federal Acquisition Regulation (FAR) is a plus.
  • Ability to communicate effectively in writing, including formulation and review/approval of official and technical correspondence and reports.
  • Ability to meet and deal effectively with officials at all levels and in various environments, both structured and unstructured, and clearly communicate information.
  • Strong time management skills, prioritizing workload with minimal supervision.
  • Expertise using Microsoft Suite, to include Outlook, Excel, Power Point, Project.
