Risk Analyst

$112,110.00 – $144,441.00

The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Risk Analyst (Term). This position is located in the Office of the Chief Financial Officer, Office of the Chief Risk Officer (OCRO). The incumbent will support, strengthen and enhance the OCFO’s system applications (i.e. accounting, tax, financial, information technology) and evaluate the reliability, security, capacity, internal oversight, and testing within various systems. The incumbent will be responsible for identifying business process gaps and assists with developing solutions. Additionally, the incumbent will be responsible for participating in OCFO risk management initiatives.

Duties include, but are not limited to:

  • Designing and performing internal control examinations, providing strategic and proactive consulting in identifying risk exposures, and developing solutions for internal control weaknesses and regulatory compliance deficiencies
  • Ability to develop risk mitigation strategies and oversee remediation efforts
  • Contributing to the development and implementation of risk management tools, processes, and metrics
  • Providing recommendations to business and IT leaders on industry practices to mitigate risks
  • Assisting business and support functions in evaluating tools and technology
  • Performing risks assessments of existing or new services and technologies
  • Performing quantitative and qualitative data analysis to identify, analyze, and draw conclusions regarding emerging risks around various systems and processes
  • Familiarity with regulatory compliance, security and risk management standards
  • Understanding risk and compliance needs and working toward providing the best solution that can be implemented using a Risk Management platform
  • Understanding Information Security Management principles, application security implementation methodologies and role-based access controls
  • Performing other duties as assigned

Minimum Qualifications: Six (6) years of progressive experience performing the related duties and responsibilities such as assessing, monitoring and identifying internal controls across an organization; analyzing data, identifying risk, gaps and deficiencies within business processes and various financial systems; assisting with developing control test; and understanding risk management and risk methodologies. A Bachelor’s degree is preferred. A certificate as a Certified Fraud Examiner (CFE) is preferred. Familiarity with governance risk compliance (GRC) tools is highly preferred.
