Sales Proposal Specialist, Consultant – Blue Shield of California – Oakland, CA

The Sales Proposal Content Specialist will be primarily responsible for writing and managing proposal content by working across the organization with subject matter experts and Sales leadership. Additional responsibilities may include development of proposals, RFIs, presentations and other materials, to help win new business; actively participation in the development of proposal strategy, authoring proposals, company research and proposal production; and may specialize in a few specific industries or functional areas. During slow periods of Sales Cycle, assists with continuous improvement of the Sales process and strategy.

Key responsibilities include, but is not limited to:

  • Write strategic and compelling content to highlight Blue Shield’s value proposition and differentiators in the market.
  • Manage content update schedules, including schedules aligned with new proposal software releases.
  • Engage sales and marketing in business development efforts and provide consultative guidance.
  • Accountable for ensuring that proposal content meets all requirements and guidelines of the RFP issuer, the agreed upon sales strategy and messaging approach, Blue Shield brand guidelines, and any applicable laws and regulations, whether acting as Editor or in another capacity.
  • Provide real-time support on requests for data insights for Sales and other internal partners.
  • Participate as a leader/co-accountable party in Sales strategy calls, acting as a key contributor to the development of proposal strategies.
  • Manage end to end delivery of proposals, including the maintenance of project documentation to ensure all stakeholders are up to date and held accountable for deliverables.
  • When functioning in a Project Manager role, prioritizes and coordinates multiple projects independently. May lead a cross-functional project team or provide administrative oversight of third-party relationships.
  • Will operate in client facing capacity in partnership with Sales and Account Management (e.g. attend and participate in Finalist presentations).
  • Partner effectively with peers and subject matter experts from multiple functions to distribute content development duties such that time demands from expert resources outside the Business Acquisitions Unit are minimized and all parties time is used wisely.
  • Utilizes content database and other enterprise tools to manage proposals and projects. Uses database as primary source of original material, ensuring newly created responses are promptly loaded and indexed. Contributes meaningfully to the ongoing improvement of the content database.
