HEALTHCARE APPLICATIONS DIRECTOR

Director of Information Service Applications. Under the direction of the SVP, Chief Information Officer oversees as a working manager the selection/development, implementation and day to day support of the applications supported by Information Services for the Health Center. Ensures data and system integrity, providing the Health Center with the ability to communicate and process data in the most effective manner possible.

Scope of Duties:
• Manage the day to day activities of the Applications team to ensure the timely delivery of projects.
• Write and deliver Application team performance appraisals in accordance with established policy and procedures.
• Appropriately designates and manages the applicable team resources for all ongoing team application development and support deliverables
• Compiles status reports, coordinates team schedules, manages operational meetings, and identifies and resolves technical problems.
• Monitors project request list and works with IS Management Team to prioritize, schedule and communicate delivery schedule.
• Under the direction of the VP of IS and the SVP, CIO work to ensure alignment with the business objectives, departmental goals and strategic plan.
• Supports the VP of IS for the development and management of IS budget assigned to the application suite.
• Work with the VP of IS to ensure smooth delivery into the operational environment and identify and establish the required development and operational infrastructure requirements.
• Directs the Applications group in the design and documentation of interfaces between the applications and application databases including the EMR, practice management, pharmacy, research and reporting databases.
• May act as a technical resource to information services staff to facilitate the effective utilization and deployment of technology.
• Work with the VP of IS in the design and implementation of security methodologies for organization applications including user access, auditing and disaster recovery.
• Assist in the coordination, design and implementation of training in use of computers and information systems for the staff and research teams.
• Provide support for technical and research staff in use of computers and information technology system.
• Integrate department/workgroup improvement initiatives with system-wide projects and strategic aims.

EXPERIENCE:
• Demonstrated knowledge of project planning and scheduling methodologies.
• Five years of progressive experience designing and supporting efficient applications for use in a Healthcare or business environment.
• Demonstrated experience in the successful selection, implementation and support of clinical applications.
• Experience with EHRs, patient portals, HIE strongly preferred.
• Demonstrated knowledge in writing MS SQL Queries, Crystal Reporting and data analysis and management.
• Knowledge about complementary roles such as Data Analysts, Network Administrators, Systems Administrators etc.
• Demonstrated working knowledge of systems analysis, quality improvement theory, and team concepts.
• Demonstrated experience working constructively with application vendors and their use of database products in order to maximize performance.
• Expert understanding and familiarity with PC hardware and Microsoft operating systems including both desktop and server levels. Knowledge should include database utilization of resources and how to tune systems for optimal application performance.
• Excellent working knowledge of Microsoft applications and solutions/development suite including .Net and SharePoint.
• Demonstrated knowledge about website design and maintenance.
• Some knowledge about statistical packages, statistical theory and its practical application preferred.
• Some knowledge of educational processes and research.
• Must be conscientious, thoughtful, and invested in the importance of patient care in a family practice setting including research, and community action.
• Abilities to function independently, consult with professionals, prioritize job responsibilities for both self and team members, and help those involved in common projects to achieve milestones according to time-lines.
• Must be able to communicate effectively both orally and in writing to professional staff.
• Must be a team player who understands the value of listening as part of the communication process.

Education
• Bachelor’s degree Computer Information Systems or a related field. Experience or knowledge of Healthcare Informatics and the development, selection and use of application technology within a healthcare environment.
