11529 – Crisis Program Supervisor II (Child and Family) – Cascadia Behavioral Healthcare Inc – Portland, OR

This is a full time position at 40 hours per week, located at Cascadia’s Kerns building in NE Portland off of 18th and NE Glisan St. The schedule will be day shifts, Monday through Friday with flexibility to provide coverage when needed. Although the majority of time will be during the day hours Monday through Friday, flexibility is needed to help supervise Project Respond which is a 24/7 program. Supervision of Project Respond is a shared effort amongst 6 supervisory/management staff.

Essential Function

The Program Supervisor II for Child and Family is responsible for direct supervision and clinical oversight of the Child and Family Services program offered at the health center(s) Responsibility entails the day-to-day operations of the program including quality management of services, direction and supervision of assigned staff, oversight of compliance, and provision of services of own assigned caseload. With the high prevalence of trauma among individuals receiving mental health services, it is required the Program Supervisor understand the effects of trauma on health, coping, and other aspects of the lives of those we serve so as to support a Trauma Informed Care environment.

The program provides culturally responsive services to children and their families with a focus on family preservation and works on strengthening families from diverse background to reach their highest potential. The program serves child and family outpatient clients whose symptoms of mental illness and trauma history result in functioning difficulties in several major areas of life, often including work, social relationships, family milieus, and physical health and wellness.

Essential Responsibilities

  • Provide leadership and oversight of a family systems clinical model including integration of best practices into daily operations, and evaluation of the programs services.
  • Oversee the treatment and clinical needs of all clients and provide input into treatment goals and objectives. Sets and oversees program goals in collaboration with Program Manager and leadership team.
  • Using a trauma-focused approach to treatment, provide clinical leadership and training/coaching to the Child & Family team. This includes assessment, treatment planning, and generalized healthcare, medical and psychosocial approaches.
  • Provide clinical treatment to assigned caseload. Complete appropriate coordination of treatment to meet clients changing needs and manage risk.
  • Assist staff members by helping to resolve difficult client and program situations thereby managing client risk and care.
  • Monitor the day-to-day clinical operation of the team including co-leading team meetings with Program Manager in order to continuously evaluate the status of all clients.
  • Order bus tickets for client use as well as purchase snacks for program. Submit necessary reports to identified contact and Program Manager.
  • Operate as point person/transfer coordinator for client transfers to and from the program. This includes review of completion of charts and assessment of documentation accuracy and compliance regarding chart content.
  • Monitor effectiveness and efficiency of the program and recommend changes that increase the level of service to clients, overall program efficiency and/or reduce program costs.
  • Prepare various reports for the Program Manager or other stakeholders as required/requested.
  • Conduct regular quality management checks through regular clinical supervision to employees; Report findings and recommendations for action to Program Manager.
  • Maintain knowledge of, review and ensure compliance with all applicable federal, state, county, and city regulations, and internal policies and procedures.
  • Collaborate with Quality Management to develop and implement policies and procedures under which the facility is licensed and operated.
  • Provide supervision (group and individual) as indicated for the team. The employee is expected to accurately document each supervision session. Establish work plans and priorities for staff members and assess progress of staff members in collaboration with Program Manager. Identify corrective action as needed and collaborate with Program Manager for annual performance reviews.
  • Assure that staff members document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Assure that staff members maintain accurate and up-to-date documentation associated with billing, assessment, treatment, clients progress and other activities as required.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients and staff.
  • Demonstrate responsibility for safety of consumers, staff and property; is familiar with fire regulations and evacuation procedures.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Complete annual employee training requirements on a timely basis as indicated in the personnel policies and agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Perform other duties as assigned.

Education:

A Masters Degree in a behavioral science field from an accredited college or university. Demonstrated competency to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR). Certification must be kept current and in compliance with the OARs. Employee must be able to conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM.

A Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW) is strongly preferred

The CADC credential is preferred in addition to a Masters Degree given the high occurrence of substance use/abuse.

Experience:

A minimum of two years of clinical experience providing inpatient or outpatient services is preferred.

A minimum of one year of supervisor experience is also preferred.

Specialized Knowledge, Skills and Abilities:

  • Understand family systems theory, developmental theory, motivational interviewing, trauma-informed practices, prevention strategies, and evidence based practices
  • Requires strong skills on collaborating & coordinating with community partners including coordination with schools, Primary care physicians, Justice Department, Department of Human Services, Q Center and other stake holders
  • Requires various skills including: culturally Responsive, Family -centered, collaborative, trauma informed, strength based, respectful and honors diversity.
  • This position requires strong interpersonal, clinical, and organizational skills.
  • Working knowledge of strength based case management philosophies and strategies
  • Operate computer hardware and software (including Electronic Health Record software) at a level needed to effectively perform job functions
  • Enter and retrieve data
  • Prepare reports

Other:

Bilingual ability is preferred as well as those who are experienced in working with populations of diverse experience and background.

Ability to commute to various Cascadia sites and community locations as needed or must have reliable transportation to work out in the community when required. If driving, the incumbent must possess a valid drivers license, three year driving history; clean driving record, ability to pass a DMV check and complete the Cascadia online Defensive Driving course

Working Conditions

Work is both clinical and community based. This position may be located at any of the following locations: Garlington Center, Plaza Health Center, and Woodland Park Health Center. The Garlington outpatient clinic provides multi-disciplinary, culturally relevant treatment services for adults with culturally specific services available for African Americans, members of the Latino as well as LGBTQ communities.

Daily routines can be hectic and may require that Employee to perform various functions of the site as needed. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants. This position includes travel to community meetings.

Mental Demands:

The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. There will be need for a high degree of time management, crisis triage/response, and prioritizing skills, due to fluctuating programmatic and staffing routines.

Physical Demands:

The Child & Family Services Supervisor must have the ability to assist the team in providing safety to all clients and staff in potentially volatile situations.
