Major duties and responsibilities:

Under administrative direction, plans, directs and oversees statewide guidance to counties and/or providers to ensure compliance with state and federal laws, rules and regulations: oversees and directs development of rules, policies, procedures and program guidelines (e.g., substitute care; Interstate Compact for the Placement of Children [ICPC]; kinship; adoption; Interstate Compact on Adoption and Medical Assistance [ICAMA]; Indian Child Welfare Act [ICWA] Title XX; Post Adoption Special Services Subsidies [PASS] programs and general health issues affecting children in agency care); analyzes and interprets federal and state statutes governing children placement and ensures compliance with statutory requirements; provides technical consultative assistance to County Department of Job and Family Services (CDJFS) program administrators, public and private children services agencies; designs and reviews statewide implementation and operational strategies to improve placement services; analyzes fiscal impact and makes budgetary recommendations regarding delivery of service systems for placement services statewide; represents Office of Families and Children at statewide conferences, meetings, briefings and training; makes presentations regarding children placement programs; writes position papers and drafts speeches; prepares and oversees preparation and maintenance of reports and training materials related to children placement services in Ohio.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Qualifications


The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

The ideal candidate must have:

  • Completion of undergraduate core program in social or behavioral science or pre-medicine;
  • And 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;
  • And 6 mos. exp. in management;
  • And 12 mos. exp. in supervisory principles/techniques.

  • Completion of graduate core program in social or behavioral science or medicine-related field;
  • And 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;
  • And 6 mos. exp. in management;
  • And 12 mos. exp. in supervisory principles/techniques.

OR

  • Equivalent of Minimum Class Qualifications for Employment noted above.

Major Worker Characteristics

The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job.

Knowledge of:

  • social or behavioral science or pre-medicine;
  • program planning for human service organizations;
  • social program & policy analysis;
  • agency & governmental laws, rules, regulations & procedures applicable to particular social program;
  • supervisory principles/techniques; management;
  • accounting, finance or budgeting*.

Skilll in:

  • operation of a personal computer.

Ability to:

  • deal with many variables & determine specific action;
  • prepare & deliver speeches before specialized audiences;
  • establish professional atmosphere as administrator;
  • handle sensitive inquiries from & contacts with officials & general public.

Unless required by legislation or union contract, starting salary will be set at step 1 of the pay range (currently $33.69 per hour.) If this position is filled internally, the wage rate will be determined in accordance with the labor contract.
