This is a specialized position which provides supervision and case management to pretrial defendants and local probationers who have been referred through the Courts or other Judicial Officers. Incumbents coordinate directly with General District and Circuit Court judges, their staffs, and other officers of the court. Pretrial/Probation officers coordinate with local police and other senior representatives of local and state governmental agencies.

Primary duties will be to work at the Old Dominion Court Services Page County sub-office; supervise both pretrial defendants and probationers; and assist with the pretrial investigative duties at RSW Regional Jail and Page County Jail. The Pretrial/Probation Officer must have ability work with limited supervision and be able to develop positive rapport with stakeholders and clients. Individual hired for this position must be able to understand, comprehend and adhere to standard operating procedures, Department of Criminal Justice Services (DCJS) guidelines, Northwestern Regional Adult Detention Center (NRADC) procedures and Frederick County policies.

Both probation and pretrial duties include managing cases, performing drug testing if ordered, reporting to Courts and other Officers of the Court either with verbal testimony or written reports, and strictly adhering to standard operating procedure and DCJS guidelines. Additionally, the incumbent maintains offender/defendant files and the computer database management system. Weekly and monthly statistic reporting is required. The incumbent must develop positive relationships with Court officials and other local resource agencies and must perform all other duties as assigned.

This incumbent will be assigned to function as a Supervision Officer – primary work location will be in either Winchester, Front Royal, Woodstock or Luray.

  • Supervises offenders placed on local probation supervision and defendants placed on pretrial services;
  • Assigns community service responsibilities, monitors offender progress, researches and directs treatment referrals, and ensures any other court-ordered directives are accomplished;
  • Establishes payment schedules, and collects, documents, and disburses program fees, restitution and court costs;
  • Provides written reports, verbal court testimony regarding offender status, including, but not limited to, show cause hearings, probation violation hearings, and successful closures to Courts;
  • Supervises all cases in accordance with Evidence-Based Practices, and oversees procedures and standards promulgated by the Old Dominion Court Services (ODCS) and DCJS;
  • Monitors and supervises compliance of defendants awaiting final disposition in accordance with departmental guidelines and court-ordered conditions;
  • Provides guidance and resources related to substance abuse treatment, mental health treatment and other services as deemed necessary;
  • Maintains compliance with program standards and issues of community safety; and,
  • Adheres to policy and effective verbal and written communication skills are needed.


This position may be assigned to function as a
Pretrial Investigator whose primary duties are:

  • Functions as the Pretrial Investigator, and works closely with the Courts, RSW/Page County Jail/NRADC and the Magistrate’s office;
  • Determines which inmates will be seen by video arraignment and which will be transported to the court for bail hearings;
  • Completes all necessary paperwork for arraignment, including assessing risk level, and makes recommendations to the courts concerning bail;
  • Facilitates the ODCS Diversion Program which assists eligible inmates in being released on bail; and,
  • Adherence to policy and effective verbal and written communication is needed.

Typical Qualifications

Knowledge, Skills and Abilities:
Must be about to effectively manage time and priorities, handle stressful situations, and provide exemplary client services while also being able to deescalate emotionally charged individuals. Preferred knowledge in community resources, counseling techniques, Evidence Based Practice (EBP). Excellent verbal and written communication skills, including ability to effectively communicate with internal and external stakeholders and clients. Excellent computer proficiency – Microsoft Word, Excel, and Outlook. Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines and standard accepted practices.

Preferred Knowledge, Skills and Abilities: Bi-lingual: Spanish and English and highly proficient at Microsoft Office software.

Education:
Associate’s Degree from an accredited college or university with major course emphasis in Criminology, Criminal Justice, Corrections, Sociology or related field is required or applicable experience. A Bachelor’s Degree is preferred.

Certificates, Licenses and/or Registrations:
Must be able to obtain a Virginia Criminal Information Network (VCIN) certification through Virginia State Police. Possess a valid Operator’s License – preferred.

Special Requirements:

  • Must maintain a telephone for emergency contact purposes.
  • Must be able to work irregular hours.
  • Must possess and maintain a valid driver’s license.
  • Must obtain and maintain all Criminal Justice Services mandated training as a Pretrial/Local Probation Officer in the State of Virginia.
  • Commuting to and from service area is required. Service area includes: City of Winchester, Counties of Clarke, Frederick, Page, Shenandoah and Warren counties.
  • Drug free and no felony or serious misdemeanor convictions;
  • Successfully pass the established pre-employment screens that include but are not limited to NRADC driving record check, fingerprinting, polygraph examination and medical clearance.


Equipment Operated
:
Routine office equipment, personal computer with DCJS software, NICC/VCIN Terminal, and motor vehicles.

Physical and Environmental Conditions:
Work involves some degree of risk to personal safety in an inherently stressful environment as associated within the criminal justice setting. This position requires typing, sitting for long periods, standing, walking, bending/stooping. Physical lifting up to 20 pounds is sometimes required. Travel for required training within Virginia and to the ODCS offices, courts, jails, and other required locations.

Work hours: 5:30 a.m. to 2:00 p.m.
Work locations: Page County, VA (Page County Jail and an office space) with weekly travel to Warren County, VA and occasional travel to Frederick County, VA.
