Job Description

SUMMARY OF DUTIES AND RESPONSIBILITIES:

General tasks and responsibilities will include:

  • Directs, manages and oversees centralized financial counseling teams; develops workflows, procedures and policies; oversees business operations; and coordinates and implements initiatives and processes to improve processes and ensure the overall integrity of the revenue cycle
  • Serve as a representative of Central Office, managing the centralization of approximately 100 financial counselors across NYC Health + Hospitals including, but not limited to, the following key responsibilities
  • Assist with centralization planning and communication, operational and organizational design, staffing planning, recruiting and onboarding, development of workflows, policies and procedures and service level agreements as applicable
  • Provides leadership and direction of financial counseling functions
  • Reviews and analyzes data to assess performance and needed changes
  • Effectively communicate findings to support operation and financial decisions
  • Proactively communicate urgent risks, as needed
  • Create and maintain a culture of support for personnel, fostering individual motivation, teamwork and high levels of performance and accountability and staff retention
  • Acknowledge team accomplishments
  • Schedule trainings and prepare materials and provide in person support for implementation of process or system changes
  • Participate in team meetings and complete next steps
  • Support the preparation for monthly meetings including system leadership meetings as needed
  • Provide leadership over projects to improve financial counseling processes in collaboration with key stakeholders including IT

Minimum Qualifications

1. A master’s degree with a major in accounting, finance or business administration with emphasis on
accounting and financial systems from an accredited college or university; and seven (7) years of
responsible level experience in fiscal management or administration with an emphasis in financial
systems, management information and controls, of which at least three (3) years shall have been in
responsible administrative or managerial capacity; or

2. A baccalaureate degree with a major in related fields, as indicated in (1) above, from an accredited
college or university; and eight (8) years of experience as indicated in (1), of which at least three (3)
years shall have been in a responsible administrative or managerial capacity; and

3. Knowledge of total accounting and financial management both in systems theory and practice; or

4. A satisfactory equivalent of education, training and experience.

Department Preferences

Educational Level:

  • A Bachelors degree and six (6) years of responsible level experience in fiscal management or administration with emphasis in financial systems, management information and controls, of which at least three (3) years shall have been in a responsible supervisory, administrative or management capacity; or,
  • A Masters Degree and five (5) years of experience as delineated in paragraph 1 of which at least three (3) years shall have been in a responsible supervisory, administrative or management level capacity; OR
  • A satisfactory equivalent combination of education, training and experience.

Knowledgable in:

  • Key revenue cycle metrics and performance indicators and provide reporting of operational and financial performance
  • Expertise in healthcare and payer guidelines as it pertains to billing, reimbursement and securing visits is preferred
  • Computer literacy required including working knowledge of relevant software packages such as Microsoft Office
  • Familiarity with revenue cycle and electronic medical records systems is preferred

Preferred Skills:

  • Excellent written and verbal communication skills
  • Proven ability to manage multiple complex projects simultaneously and to work independently when necessary
  • Uses, protects, and discloses patients’ protected health information (PHI) only in accordance with Health Insurance Portability and Accountability Act (HIPAA) standards

Job Type: Full-time

Pay: $85,000.00 – $100,000.00 per year
