PROGRAM ADMINISTRATOR SENIOR – State of Arizona – Phoenix, AZ

This position provides leadership and guidance to ADHS leadership and community partners on advancing health equity and eliminating health disparities. The position works under the general direction of the Office of Continuous Improvement (OCI) Administrator, this position functions as a highly skilled and technical expert in the areas of leadership; policy development and analysis; strategic planning and direction; grant and financial development and management; and community engagement and support. The position will develop and execute the strategic direction of the Office of Health Equity; manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations, etc.); develop contract scopes of work; implement and monitor contracts; develop program and financial reports; provide training and presentations; develop and monitor budgets and expenditures; build and maintain partnerships/ relationships with local county health departments, non-profit organizations, state agencies and community partners; identify health/ social/ economic/ environmental disparities; develop action plans to address health/ social/ economic/ environmental disparities, health risks, populations/ communities at high risk/ burden or under resourced; develop plans to address health injustice, health equity, and/ or social determinants of health (SDOH); participate in meetings with key stakeholders and professional organizations; and develop and implement action plans/ work plans. In the absence of the OCI Administrator, this position will have authority to make program decisions.

Job Duties:

  • Monitor all aspects of Quality Assurance for assigned areas (Microbiology/Molecular, Lab Support Services, Facilities, etc.), with internal audits and accuracy checks including follow up. Submit reports on the status of each of the sections. Perform internal investigations if significant issues are identified by internal audit, complaints, or QA reviews.
  • Review of Supervisor’s QA reports, all corrective actions, and all proficiency testing. Review the verification of performances.
  • Review of testing procedures for compliance with laboratory regulations (e.g. CLIA, ISO, EPA, etc). Provide training on quality topics such as safety, regulations, and good lab practices. Assist with development and changes to the laboratory information management systems quality reports.
  • Updating and maintaining the Guide to Laboratory Services, Quality Systems Plan, and Quality Assurance Manual.
  • Assist with external inspections performed by CLIA, ISO, EPA, and other organizations performing laboratory accreditation activities.

Knowledge, Skills & Abilities (KSAs):

  • General laboratory procedures, emphasis microbiology/molecular.
  • Federal regulations and Arizona Revised Statutes related to laboratory testing.
  • Good understanding of laboratory management and operational concepts.
  • Specialized lab procedures (i.e. PCR, WGS).
  • Lab safety precautions emphasis when working with infectious agents and hazardous materials.
  • Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
  • Review and reading of professional literature.
  • Requires oral and written communication, analytical, interpersonal, listening, organizational, and evaluation.
  • Repetition.
  • Training courses and conferences.
  • Change priorities as issues arise.

  • Work independently with minimal supervision.
  • Work independently or in a team to perform reviews of laboratory sections.

Selective Preference(s): The ideal candidate will have:

Bachelor’s degree in Public Health or Administration or in a related field with 5 years progressive operational management experience in public health or system evaluation.
Master’s degree will substitute for 2 years of work experience.
