GENERAL DESCRIPTION:

The Wyoming Women, Infants, and Children (WIC) Unit improves the health and well-being of Wyoming families with children up to age 5, pregnant women, infants, and new moms. WIC is a special supplemental nutrition program for women, infants, and children that focuses on the link between good nutrition and good health. The WIC Unit Manager directs and coordinates 19 local agencies, 19 outreach clinics, and 60 WIC employees.

The WDH primary office is located in Cheyenne, the state capital and economic center of Wyoming, and has the largest population in Wyoming. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Provides leadership for the WIC Unit.
  • Directs overall State WIC Program operations through supervising nutrition services program and vendor managers, project and operations analysts, support, and contract personnel.
  • Gathers information and analyzes and interprets data, utilizing results for policy recommendations.
  • Utilizes performance management and quality improvement to improve services and program outcomes.
  • Develops and articulates the vision and strategic direction for the WIC Unit.
  • Establishes, controls, and monitors a large program budget (over $24 million for the biennium) to assure appropriate expenditures.
  • Writes grants and negotiates all funding sources for the continuation of WIC Unit services statewide.
  • Writes the annual WIC State Plan of Operations.
  • Develops partnerships between federal, state, and local programs, regulatory bodies, and medical groups.
  • Finds sponsors and negotiates agreements for local WIC agencies as appropriate.
  • Accurately interprets and enforces state and federal rules, regulations, policies, and procedures.
  • Manages federal grants, including but not limited to facilitating the completion of required needs assessments, preparing and finalizing the application, budget, progress report, and other required documentation. Interprets and assures compliance with federal grant requirements.
  • Manages contractual and financial relationships and partnerships.
  • Determines systems needed for data collection and service delivery. Writes Request for Proposals (RFPs) and evaluates bids for design, development, and implementation of complex data systems. Ensures compliance and operation of two major information systems (one system for electronic funds transfer (EBT) which allows WIC participants to purchase food at participating Wyoming stores, and the management information system (MIS) that manages participant data).
  • Designated voting member for Wyoming for the eight-state Executive Steering Committee for the Mountain Plains (MP) User Group State Agency Model (SAM) project that makes all final decisions for the system maintenance and enhancements for Wyoming, Colorado, Utah, Nebraska, North Dakota, Iowa, Nevada, and Vermont.

Qualifications

PREFERENCES:

Preference may be given to individuals who are a Registered Dietitian/Licensed Dietitian.

KNOWLEDGE:

  • Strong computer skills, particularly Microsoft Excel, Microsoft Word, Google, and the Internet.

  • Skills in oral and written communication, negotiating, work for management and leadership, supervising and motivating employees, evaluating programs according to standards.
  • Skills in effective public speaking, computer applications, reading and comprehending technical data, problem-solving, and decision making.
  • Knowledge of principles and practice of public health nutrition programs, teaching, supervision, consultation and negotiating, management theory and practice.
  • Knowledge of public relations and customer service, budget development and control, personnel, and purchase management.
  • Knowledge of federal and state law and policy related to health and nutrition, including legislative and administrative processes.
  • Ability to exercise independent judgment, supervise, motivate, build consensus and assign work to their supervising program managers and support staff.
  • Ability to evaluate the direction of other federal nutrition programs, determine implications for Wyoming and respond, be self-directive, organized, and assertive.
  • Ability to plan and coordinate nutrition services in state government and private sector programs, provide anticipatory management to programs, and guide staff.


MINIMUM QUALIFICATIONS:


Education:

Bachelor’s Degree (typically in Healthcare)


Experience:

2-4 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I


OR



Education & Experience Substitution:

5-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I
