Job Title: Director of Clinical Operations

Reports to: CEO/Administrator

Department: Operations

Hours: Monday-Friday 8:00am-5:00pm

Primary Purpose:

The Director of Clinical Operations is responsible for the clinical management of First Call Home Health, overseeing the clinical direction, supervision, and management of patient care services provided by First Call.

Essential Duties & Responsibilities –

1. Defining roles and lines of responsibility and authority in the creation of performance-based job descriptions.

2. Promoting a positive culture of accountability and competency in meeting established agency goals of providing quality patient care through appropriate utilization of staff.

3. Establishing a collaborative process with the executive team in the review of the agency’s goals.

4. Proactively evaluating clinical and office procedures and processes for efficiency and effectiveness.

5. Oversees and has responsibility for the clinical operation of the Certified Home Health Agency.

6. Collaborates with the QAPI Director in the integration of the provision of clinical services to patients with performance improvement activities and education of staff.

7. Creates an environment of accountability as evidenced by performance of all team members whose work:

  • meet standards of productivity
  • demonstrates OASIS competency
  • demonstrates clinical competency
  • elicits positive patient satisfaction
  • demonstrates effective care planning and utilization management

8. Evaluates staffing needs based on

  • Statistical Management reports
  • Collaboration with the Director of Recruitment
  • Assists with interview and hiring

9. Provides direction, guidance and support to Clinical Managers, Medical Records, Intake, Scheduling and IT, including but not limited to:

  • Attending each team meeting at least monthly
  • Conducting monthly clinical management meetings
  • Conducting individual performance evaluations for each direct report position
  • Holding each accountable for defined performance standards

10. Communicates with the CEO on issues of concern related to the operation of First Call

11. Attends regularly scheduled management meetings to review agency outcomes: patient care and fiscal issues

12. Participates in web seminars presented by regulatory bodies, membership organizations, or related organizations through which regulatory or industry trends are communicated.

13. Collaborates with agency consultants on a regular basis to get their input on industry trends, threats, opportunities and First Call operation (KPI’s).

14. Supports the Agency’s mission

15. Provides the opportunity for input from staff in the development and revision of policies and procedures.

16. Participates in the First Call Home Health annual agency evaluation

17. Works with QAPI Director, Intake staff, Clinical Managers, Care Manager/Nurses/other staff members in patient care planning and conflict resolution

18. Assists Clinical Management in the interpretation of:

  • Agency policies and procedures
  • Nursing Standards of Practice
  • CMS regulations
  • Reimbursement issues

19. Participates in budgetary planning and implementation.

20. Works closely with the Director of Business Development in meeting growth goals, community education

Other Duties & Responsibilities –

  • Performs other duties as assigned in response to patient, office, or facility needs

Minimum Qualifications & Experience –

1. A Bachelor’s Degree in health care administration or a related field, or a minimum of 5 years of administration experience in the health care field is required.

2. Prior Home Health management experience preferred, OR must have comparable prior supervisory experience in a healthcare setting

Physical Demand

Physical effort refers to manual effort and may include: lifting, moving, pulling, pushing, carrying, manipulating, shoveling, etc. Because our services are rendered at the residence of our patients, it may demand some effort on the part of each employee to be physically able to climb stairs, be able to bend and lift, reach and stand. Employee must be able to lift a minimum of 50 pounds.
