The Work Unit

The Division of Disease Control and Public Health Response (DCPHR) includes and has oversight for the State Public Health Laboratory, communicable diseases, immunization, public health informatics, outbreak reporting, emergency preparedness and response, and fiscal operations. The Division exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare, and respond to, all types of conditions and events that impact the public’s health.

This position is in the Operations Branch of the DCPHR, within Fiscal Unit that provides budget planning, budget execution, revenue forecasting, grant management, funding oversight, and other related duties.


The Position

This position is responsible for a wide array of fiscal responsibilities on the assigned and variable portfolio, to include budget planning and execution, fund balance tracking and forecasting, accounting, monitoring, reporting, and managing all monies for assigned branch programs/grants. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs.

This position provides budgetary and financial support for the assigned funding portfolio, assists in the achievement of goals and objectives at the least possible cost to the Division, prepares and provides budget data, analysis, and research to prepare fiscal notes, to apply for various sources of funding, to report on financial activities, and other financial responsibilities as assigned.

This position is also responsible for analyzing budget and policy trends and assessing and projecting budget needs for programs/Long Bill Line items assigned to the position. This requires ongoing budget and program expertise in all aspects of the assigned portfolio’s programs. This position must analyze federal and state government legislation, regulation, statutes, and fiscal rules in order to provide budget and policy recommendations to programs and management.
