SUMMARY

The Associate Director of WEDD will lead an innovative team of workforce development and financial service providers and professionals that will work collectively to operate an innovative programming such as the WorkSource Center, Financial Opportunity Center, Economic Development, and Small Business Entrepreneurship Services. The Associate Director will assist the
Department Director set the leadership and strategic direction of CRCD’s Workforce & Economic Development Department (WEDD), and all programs and services that fall within this department; offering services to job seekers and employment services to adults, dislocated workers, VETS, homeless, monolingual, former or current foster youth, reentry, disable and any other vulnerable resident of Los Angeles.

He/she will develop, maintain and strengthen synergistic and collaborative partnerships with community colleges, places of worship, CBOs, businesses, government and other entities that create business development, employment services, small business entrepreneurship, private and government funding, and all DOL, State, City, County and private grants and those that provide funding, resources and initiatives that support the residents and businesses CRCD serves. This is a key leadership position driving new funding sources with the goal of assisting the organization to expand and diversify revenue streams, services, and partnerships. The Associate Director will develop systems to monitor and track grant compliance, program and personnel performance and policies and procedures will be implemented to establish quality control, implementation, and effectiveness of the department performance goals and scalability.

One of the main roles of the Associate Director is to support the executive team of the organization with meeting the goals that have been established in the CRCD 5-year strategic plan. The Associate Director should spend 50% of his/her time providing day to day oversight, operations, and development of the WEDD. 25% of the Associate Director time should be spent on providing support and process to scale services, development partnership, and create collaborative initiates to support organizational growth.10% of the Associate Director time should be used to provide manager supervision, coaching, guidance, mediation, and staff development. 5% of the Associate Director time will be used to support the fund development team with grant writing and grant management. The final 10% of the director time should be used to support the Department Director with organization growth, development, strategic planning, and implementation.

ESSENTIAL DUTIES & RESPONSIBILITIES

1. Develop and implement workplans and support the implementation of policies and procedures to ensure successful program delivery and contract performance.

2. This position is the assistant liaison to the City-EWDD departments and participates in all City and County WDB and WorkSource Center Directors meetings, City and County of LA meetings and initiatives.

3. Supervises all WEDD Managers, FOC Team Lead, volunteers, and interns assigned to the position with emotional intelligence where the positive aspects of business and life are always displayed.

4. Creates a positive and thriving work environment where all staff, partners, supporters, collaborators and participants’ ideas and recommendations are considered for the overall improvement of the team and the services provided to participants and the community are provided with the upmost customer service.

5. Develop and sustain partnerships and collaborations with mandatory and non-mandatory partners, community college district leaders, small business, employer partnerships, reentry systems navigation, and other community agencies.

6. Create and sustain existing relationships with key business sectors; construction, automotive, hospitality, entertainment, security, and manufacturing industries with the objective of developing workforce training programs that address the needs of these businesses

7. Responsible for strategic planning for the Workforce and Economic Development Department, WorkSource Center, Financial Opportunity Center, all current and new programs, grants, and services under WEDD. He/she will also provide support to all other CRCD departments, programs, grants, and initiatives.

8. Work in tandem with the Fund Development Department and executive team to identify and develop grant applications, proposals, and budgets with the proven ability to analyze program costs and issues as they arise.

9. Take the lead with staff to write the CAPE Certification Application and Recertification Applications for WorkSource Centers as required by City, County, and any other funding source.

10. The Associate Director will oversee business and employment services to support their mission of identifying new revenue opportunities and delivering on the services to be provided.

11. Work closely with CRCD’s Learning & Evaluation Team to monitor data integrity, track progress towards performance targets, and analyze data to inform program design and delivery.

12. Assist the Director of WEDD and CRCD Administration to monitor program operations, create programmatic controls, and support budget management of the Workforce and Economic
Development Department.

13. Develop systems to improve program operations, coordination, and collaboration among CRCD and mandated and non-mandated system partnerships.

14. Assess the effectiveness of workforce development services and develop strategies for service delivery and enhancement.

15. Monitor and manage leverage and in-kind contributions.

16. Conduct weekly, monthly, and quarterly data inquiries to assess, evaluate and improve program and staff performance.

17. Monitor relationships with community-based organizations and government agencies to promote collaboration, solve problems, and identify resources for clients.

18. Develop and implement subcontract agreements and support partners to meet compliance

19. Work with the program managers and administrative team to ensure compliance practices are being administered throughout the organization and develop continuous process improvement of the team to increase effectiveness

20. Support department managers, career coaches, volunteers, and partners to ensure all contract and grants’ goals, and objectives are always met or exceeded

22. Support and coordinate strategic priorities and goals established in CRCD’s 5-year strategic plan

23. Other duties as assigned by organizational leadership (Exec Team) and/or supervisor.

QUALIFICATIONS

1. 3+ years’ experience and a BA Level Degree, MSW preferred; or 5-7 years’ experience and Associate Level Degree. o 7+ years’ manager/director experience (successful demonstrated ability) can be used to substitute the education requirement. An extensive reference check will be required in this scenario.
2. Experience with the Workforce Development Board and the City and County is a plus
3. Reliable, flexible team player who works well with minimal supervision, who has a good work ethic, and an ability to set and maintain personal boundaries
4. Demonstrated ability to work on multiple projects simultaneously, and to meet deadlines
5. Demonstrated knowledge of community resources
6. Reliable transportation: valid driver’s license, and car insurance as required by law, as appropriate
7. 5 years of supervision experience (Preferably in non-profit and human services)
8. Must display professional and appropriate email etiquette and all types of communication
9. Must display the ability to facilitate small and large groups
10. Knowledge and experience of Microsoft Office (Excel, Word, Power Point, Etc.)
11. Proficient in reading and writing
12. Bilingual in English/Spanish preferred
13. Member of the target population a plus
14. Ability to work on weekends
