Director of Special Education – Westinghouse Arts Academy Charter School – Wilmerding, PA

Westinghouse Arts Academy is currently seeking a dynamic, progressive educational leader possessing exceptional expertise in special education, student services, and instructional leadership. The position is a 12-month, full time permanent position. Special Education Supervisor certificate is required, administrative certificate along with Letter of Eligibility and/or doctorate is also preferred. A minimum of 3 years of central office experience and/or school-based administrative experience is strongly preferred. Salary is competitive and commensurate based on expertise, experience, education, and preferred qualifications.

Westinghouse has a current enrollment of approximately 300 students, with approximately 15% special education students. Responsibilities include: Leadership, administration, and supervision of the school’s special education program and student services programs. This includes management of the special education program of services, English Language Learner program, homebound instruction, home school education,
Career Readiness Program and Guidance Counseling Department, and student health services.

Essential Job Functions:

Special Education Services Responsibilities:

  • Provide leadership and vision for the program for students with exceptionalities (special education) ensuring a continuum of services is provided to meet students’ needs
  • Ensure equitable and consistent delivery of special education services including but not limited to PT, OT, speech and language, hearing and vision, 504s, Gifted, learning support, emotional support, life skills, and autistic support
  • Establish and communicate a district-wide philosophy of least restrictive environment for serving special education students
  • Guide the development and implementation of long-range and short-range plans for achieving special education goals and objectives in alignment with the school’s strategic plan
  • Complete and submit the Special Education Plan for the school; prepare reports and information for the CEO
  • Supervise school psychologists and all testing processes and associated timelines
  • Supervise and assist in the evaluation of special education staff including teachers and para educators
  • Direct ongoing assessment of achievement for special education students and provide quarterly and annual reports to the CEO
  • Monitor guidelines and procedures for identification and placement decisions
  • Supervise the extended school year program for special education students
  • Participate in staffing process for special education teachers, para educators and other service providers
  • Provide leadership for conflict resolution and litigation related to special education
  • Ensure program compliance for special education program in accordance with state and federal laws
  • Oversee the maintenance of records regarding level and amount of services provided to each student
  • Recommend and manage contractual agreements supporting special education and supplementary educational services
  • Develop, monitor, supervise and manage all aspects of the annual budgets for special education; coordinate budget requests with individual schools relative to instructional programs
  • Supervise the preparation and monitoring of grants to support special education; coordinate the implementation of federal and state grant applications and manage appropriate IDEA grants
  • Research, evaluate and implement best practices and develop appropriate training for staff; plan, implement and facilitate professional development/in-services for school staff assigned the responsibility of delivering and overseeing the special education services/process in their schools
  • Provide orientation training for new staff
  • Provide expertise in the selection of instructional programs and materials for special education students; participate in curriculum design process
  • Provide leadership in planning of effective behavior management strategies and resources for schools
  • Collaborate with school-based administrators and central office administrators regarding disciplinary issues involving special education students
  • Review federal and state legislation/regulations related to special education; identify and share the impact of changes with administrative team
  • Monitor compliance with School Board Policies and Regulations and work with the solicitor to develop required policy changes
  • Maintain open lines of communication regarding special education with all interested parties; respond to concerns of parents, teachers, school leaders and school administrators
  • Participate in school advisory, business, and community groups and activities; serve on committees and councils; and develop community partnerships to support the school’s vision, mission, goals and strategic priorities.
  • Work with the director of transportation to arrange appropriate transportation for special education students
  • Oversee all aspects of the design and implementation of the gifted support program including but not limited to GIEP process, staffing, program delivery model, and instructional programs

English Second Language Program Responsibilities

  • Oversee and supervise all aspects of the ESL program for the school
  • Ensure program compliance for ESL program in accordance with state and federal laws
  • Develop, monitor, supervise and manage all aspects of the annual budgets for ESL program; coordinate budget requests with individual schools related to instructional programs
  • Supervise the preparation and monitoring of grants to support ESL program as appropriate
  • Provide expertise in the selection of instructional programs and materials for English Learners; participate in curriculum design process
  • Supervise and manage appropriate extended day and extended year programs for EL students
  • Manage the placement of English Learners into the appropriate level of the ESL program
  • Participate in staffing and scheduling of teachers and para educators responsible for the ESL program
  • Participate in the evaluation of ESL staff

Student Services Responsibilities:

  • Supervise all aspects of student services including health services, pupil services (guidance and social work), residency, foster care, homeless and alternative education programs (discipline programs, alternative academic, and mental health services)
  • Supervise the preparation and monitoring of all budgets and grants supporting student services programs such as attendance campaign, PBIS, etc.
  • Provide leadership and management of the school’s health services program including supervision of nurses and compliance with all health-related requirements
  • Supervise and coordinate homebound and home schooling programs
  • Work in partnership with school leaders and other school administrators on designing and implementing effective multi-tiered systems of support for students and ensure appropriate progress monitoring is in place
  • Provide supervision, support and training to the school’s student services team including school psychologists and guidance counselors/social workers around mental health services, truancy, attendance initiatives, positive behavior systems, college and career readiness program, and Chapter 339 counseling plan
  • Ensure all guidelines and services are met pertaining to nursing services including but limited to immunizations, health screenings, medication management, etc.
  • Complete and submit all required plans to the Department of Education related to health services, Chapter 339, etc.
  • Represent the school at local and state meetings pertaining to health services and student services
  • Ensure the school is in compliance with all state and federal laws pertaining to student services
  • Perform other duties as assigned by supervisor
