Salary Range: $62,000-$65,000 Annually

The Baltimore City Health Department is currently seeking a dynamic individual to serve as the Overdose Data 2 Action (OD2A) Health Systems Coordinator. The OD2A Health Systems Coordinator will be part of a dynamic team that is working to address the overdose epidemic in Baltimore City. Working closely with the Chief Medical Officer and the Overdose Prevention Director, the Health Systems Coordinator will assume the responsibility for leading the health systems coordination as it relates to opioid addiction treatment. Specifically, the Health Systems Coordinator will be leading the Levels of Care for Hospitals to Address the Opioid Epidemic initiative, oversee the Health Department’s Hub and Spoke Initiative, and maintain behavioral health resources on CHARMcare, the City’s resource directory. The Coordinator will also convene health system partners as necessary for additional behavioral health initiatives such as the Maryland’s Crisis Stabilization Center and the Health Department’s mobile buprenorphine clinic. The OD2A Health Systems Coordinator will be responsible for policy analysis and research and be up-to-date on the latest guidance on opioid addiction treatment. The Health Systems Coordinator will also provide administrative and programmatic support for the OD2A grant requirements. The position requires someone who understands harm reduction principles and best practices for treatment for opioid addiction.


Responsibilities:


Levels of Care for Hospitals Responding to the Opioid Epidemic:

  • Serve as the point of contact for the Levels of Care for Hospital Initiative
  • Work with partners to update the action items and include special populations
  • Coordinate data collection with health system partners on agreed upon aggregate data measures
  • Produce data dashboards for participating clinical sites in collaboration with the health department’s epidemiologists
  • Present data findings during quarterly meetings with clinical sites and opioid implementation team meetings
  • Ensure that annual re-certification and new sites are certified in the Levels of Care Initiative
  • Develop annual reports on the progress of the Levels of Care for partners
  • Lead expansion of Levels of Care to other clinical settings
  • Coordinate with behavioral health partners such as Behavioral Health System Baltimore and leading behavioral health experts


Hub and Spokes Initiative

  • Serve as the point of contact for the Baltimore City Health Department’s Hub and Spoke Initiative
  • Complete data reporting requirements as required by the funders
  • Liaise with additional Hub and Spokes in the City and the Health Department’s Mobile Buprenorphine Clinic


CHARMcare:

  • Partner with Behavioral Health System Baltimore and behavioral health treatment providers to keep behavioral health resources up-to-date
  • Work alongside the BCHD CHARMcare team to ensure optimum functionality of the system


Policy:

  • Conduct literature searches for best practices for expanding treatment for behavioral health
  • Analyze existing policies and programs
  • Write brief reports, memoranda, meeting minutes and/or Power Point presentations


Other Responsibilities:

  • Provide administrative support for convenings, OD2A grant requirements
  • Promote teamwork and good communication among all staff and volunteer team members
  • Interact with team and community members in a supportive and professional manner


Required Knowledge, Skills and Abilities:

  • Strong organizational, strategic planning, and project management skills including developing project timelines and plans, creating and maintaining project metrics
  • Demonstrated success leading projects, including building consensus amongst a diverse range of partners
  • Excellent communication and interpersonal skills needed to provide effective collaboration with internal team members and external partners
  • Knowledge of harm reduction principles and opioid addiction treatment best practices
  • Knowledge of Maryland healthcare and behavioral health system


Minimum Education and Experience Requirements

  • Bachelor’s Degree, Prefer a Master’s in Public Health, Healthcare Administration, or Public Administration
  • Previous Health Care experience preferred
