Position Summary:
Performs public health assessment, policy development and assurance activities in the areas of Infectious Diseases, Infection Control, Immunizations, HIV/AIDs, and Public Health Emergency Preparedness for the Marion County Public Health Department. Works collaboratively with the Director, the Medical Director/Administrator for Foreign-born/Refugee Health and TB Control and the Medical Director/Administrator for STD Control to assure that public health activities in the various departments are effectively coordinated.

Medical Expertise

P rovide consultative services in areas of Infectious Diseases (including Infection Control, HIV/AIDS, Immunizations, and Public Health Emergency Preparedness to internal (MCPHD) and external partners including physicians, staff, hospitals, the media, the public, schools, etc.

Directs, establishes, coordinates and plans overall goals, objectives and plans related to Infectious Disease prevention and control including Infection Control, Hepatitis, enteric and viral pathogens, etc. and Immunization program activities, assuring that medical, epidemiological and legal aspects are addressed.

Assures that all reportable infectious diseases are forwarded to the Indiana State Department of Health and to other appropriate authorities.

Prepares protocols (policies, procedures, guidelines and standing orders) which direct the diagnosis, treatment, management and investigation of various infectious diseases as well as the administration of immunizations.

Participates on occasion in medical research studies.

Serves as backup in medical matters in the absence of the Director.

Administrative

Coordinates all budgetary matters involving the areas of Infectious Diseases and Immunizations.

Assures that all personnel actions taken in the department are in accordance with Health and Hospital Corporation policies and procedures, including recruitment, orientation, training and performance evaluations.

Ensures that all internal and external reports are filed accurately and timely including but not limited to grant reports, Board reports, budget report and personnel reports.

Recommends and develops policies for the department.

Provides direct supervision to the Coordinator, Infectious Diseases and Immunizations and Business Administrator, and indirectly to Program Managers , Nurse Epidemiologists , Office Assistant, and Case Management Technician.

Other Duties and Responsibilities :
Becomes trained in the National Incident Management System (NIMS) and Incident Command System (ICS) and participates in public health emergency preparedness exercises and in response to public health emergencies, as directed.

Participates in a minimum of two H.O.P.E. events totaling a minimum of eight (8) hours annually.

Other duties as assigned.

Serves on appropriate committees and task forces as assigned.

Clinical responsibilities such as those with the IU School of medicine or an area hospital or clinic.

Qualifications

Education/Licensure/Certifications/Experience:
Completion of doctorate of medicine degree or equivalent with additional study in the area of infectious diseases.

Successful completion of an Infectious Disease fellowship at an accredited school of medicine.

Current certification by the American Board of Internal Medicine, Infectious Disease Specialty Board.

Maintenance of required Continuing Medical Education.

Valid license to practice medicine in the State of Indiana.

Ability to be granted privileges at a local hospital.

5-8 years of experience in the practice of medicine and some supervisory experience.

Valid Indiana driver’s license.

Membership in appropriate professional organizations.

Knowledge and Skills: Knowledge and skills in public health science and administration.

Mathematical Skills

Knowledge of spreadsheet development and assessment (preferred). Ability to provide leadership through effective and tactful interactions in complex, uncertain, and stressful situations with personnel, the public, governmental and other external agencies.

Ability to present and interpret statistical data.

Ability to effectively communicate with the media and the MCPHD public relations department on matters related to public health.

Ability to provide accurate, rapid responses to crisis situation and maintain control in situations where pressure exists.

Ability to compile pertinent information and prepare and present oral and written technical reports to all levels of the organization, external partners and the general public.

Language Skill

Knowledge and skills in public health science and administration.

Reasoning Ability Ability to analyze data and identify problems and implement corrective actions.

Ability to integrate the physiology and epidemiology of diseases
