Contract Project Manager – IV&V – Cognosante, LLC – United States

The IV&V Project Manager will be responsible for delegating and managing the activities of the IV&V team, to provide IV&V services required by the contract. He/she will actively participate in the development and delivery of IV&V services and associated deliverables. He/she will provide IV&V services for Medicaid Management Information System (MMIS) modernization projects.

Additional duties include:

  • Assess DDI Contractor deliverables such as Project Management Plan and Schedule, CMS Certification Checklist(s), Detailed System Design documents, Data Conversion Plans, Testing Plans and associated results, User Documentation, Training Plans, Implementation Strategies, Implementation and Rollout Plans, and Business Continuity & Disaster Recovery Plans
  • Assess and make recommendations on the management and technical aspects of modular implementation projects
  • Facilitate regular IV&V meetings with the customer
  • Perform IV&V services according to the agreed upon scope, deliverable content, and deliverable schedule
  • Maintain control over the assignments, schedule, and performance of the project team members
  • Client relationship and expectation management including working daily with key client leadership
  • Develop client deliverables in accordance with project requirements and company documentation standards
  • Provide recommendations to the client on critical business and project decisions
  • Ensure that all project identified processes and methodologies are executed and followed as applicable
  • Create and sustain a culture that encourages high performance of individuals and teams
  • Develop and submit the CMS IV&V Progress Reports quarterly or as required by CMS
  • Assessment & Validation of Operational artifacts needed for CMS Certification
  • Develop client deliverables in accordance with project requirements and company documentation standards
  • Review and assess project schedules and project management plans for quality, completeness, compliance, and effectiveness
  • Identify and report project issues and risks
  • Attend project and status meetings
  • Interface with client, vendor, and business users
  • Research and provide recommendations to the client on CMS Certification process
  • Collaborate with other team members to provide subject matter expertise and assistance as applicable
  • Ensure that all project identified processes and methodologies are executed and followed as applicable

Employee is expected to undertake any additional duties as they are assigned by their Manager.

Required Qualifications

  • Bachelor’s degree
  • Minimum 6 years of professional IT Project Management experience
  • Project Management Professional (PMP) Certification
  • Five years Medicaid/MMIS Experience
  • Minimum 5 years of experience managing project teams of 3 or more staff

Candidates that do not meet the minimum qualifications will not be considered.

Preferred Qualifications

  • Minimum 5 years of experience performing or managing IV&V services for large system implementation, integration and development
  • Three Years Modular MMIS Planning and Procurement Support Experience
  • Understanding of Systems Development Life Cycle (Waterfall or Agile development)
  • Project Quality Assurance & Assessment Experience
  • Experience providing evaluation services and/or project auditing, in Human Services or Healthcare IT industry
  • Experience in business and/or technical analysis
  • Experience with CMS Certification
  • Detailed knowledge of Medicaid, MMIS, and MITA concepts
  • Effective verbal and written communication skills, including the ability to write meaningful IV&V reports
  • Ability to analyze and resolve difficult logic and processing issues
  • Ability to communicate difficult concepts to technical and non-technical staff
  • Ability to communicate succinctly and accurately in written and verbal English
  • Ability to work effectively and efficiently under strict timelines
  • Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
