Readiness and Countermeasure Manager – State of Wyoming – Cheyenne, WY

GENERAL DESCRIPTION:

The Wyoming Department of Health is seeking to fill this Readiness and Countermeasure Manager full-time exempt position is to increase the state’s ability to prepare for and respond to public health emergencies, including disease outbreak, natural, man-made and terrorism events; to coordinate preparedness, prevention, response, recovery and mitigation capabilities by providing and coordinating professional development courses for public health emergency preparedness and response personnel at local and state levels; supervises and provide guidance to four subordinate employees; collect, manage, and analyze performance measure data; manage the Readiness and Countermeasure Program which includes enhanced coordination and long term planning for the occurrence of emergencies; to develop systems and protocols which support distribution of medical countermeasures during disasters or widespread medical emergencies such as pandemic influenza, emerging infectious diseases, natural and manmade disasters; and fulfill assignments of significant responsibility in preparing the state of Wyoming for disasters and responding to emergencies.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

• Prepare and review CDC Emergency Preparedness Cooperative Agreement applications, budgets, progress reports, and performance measure updates.
• Coordinate performance management and quality improvement projects.
• Coordinate performance measure collection and reporting to CDC.
• Attend conferences, training, exercises, and other meetings with federal, state, tribal, and local program partners.
• Participate in the development of the unit strategic plan (Blueprint for Action).
• Maintain awareness of federal, state, local, and tribal regulations affecting public health emergency plans, and coordinate training and exercises to meet preparedness requirements.
• Develop and maintain working relationships with the military, local, state, tribal, and federal officials in order to keep up-to-date on current mitigation issues and implement these into planning, training, and exercises.
• Increase the state’s ability to prepare for and respond to public health emergencies, including disease outbreak, natural, man-made, and terrorism events; ensure all related public health emergency preparedness plans are functional in the event of an emergency or disaster and are in compliance with federal public health emergency management guidelines.
• Supervise and direct the development of WDH plans and procedures for responding to public health emergencies to include all response plans developed by other programs and subject matter experts.
• Provide 24-hour-a-day/7-days-per-week services for public health emergencies and exercises.
• Supervise and direct response and preparedness activities, including response plans and supply stockpiles.
• Coordinate activities relating to Public Health Emergency Preparedness, including preparedness, prevention, response, recovery, and mitigation as prioritized by the Public Health Preparedness and Response Manager.
• Participate in exercise design teams, play in exercises, provide guidance and input in AARs (After Action Reports), and ensure appropriate corrective measures are implemented 7. Prepare and evaluate budget requests, prepare and evaluate project cost estimates; supervise and prepare project budgets, and oversee funds’ expenditures.
• Provide leadership, guidance, coaching, expertise, and input for the county and tribal public health planning and contractual requirements.
• Assist with the annual contract planning requirements for county and tribal public health and compilation of all aspects of the county and tribal contract deliverables with involvement and input from other subject matter experts within the program.
• Participate in monthly conference calls with the PHRC Plans Workgroup.
• Participate in workgroups, user groups, committees, and organizations to further the goals of the program.
• Provide program updates and technical opinions to these groups, conduct program briefings, and participate as subject matter experts and external advisors for local health departments and CDC teams.
• Development and implementation of PHPR training.
• Maintain expertise in Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) public health and medical response, including industry innovations, federal requirements, and best practices deployed by other states.
• Prepare and deliver technical training to PHRP staff, public health nursing, and other public health responders.
• Serve as an instructor for PHPR CBRNE Readiness and Response Cadre of instructors.
• Update and review training materials to ensure new information is included.
• Direct development of PHPR emergency response plans, procedures, and annexes.
• Direct medical countermeasure activities to ensure Wyoming achieves and maintains an “Established” status by 2022.
• Direct Cities Readiness Initiative activities to ensure Laramie and Natrona counties achieve and maintain an “Established” status by 2022.
• Direct federal CHEMPACK activities to ensure response ready assets are available.
• Direct development, review, and update of non-pharmaceutical intervention plans and procedures.
• Direct development, review, and update of Continuity of Operations planning.
• Direct update and analysis of Jurisdictional Risk Assessment results.
• Direct update, review, and analysis of other emergency response plans as directed.
• Manage, direct, and develop personnel in public health preparedness and response disciplines outlined in the Public Health Preparedness Capabilities: National Standards for State and Local Planning.
• Support employees in their work to contribute to overall organizational success.
• Communicate with employees to build rapport and establish cooperative working relationships.
• Ensure employees are aware of the workload and make appropriate adjustments to meet deadlines and complete tasks.
• Coach, direct, develop and mentor employees while providing direct, constructive, and positive feedback, utilizing formal review processes as well as informal communication tools.
• Consistently model high standards of honesty, integrity, trust, openness, ethics, and respect for the individual.
• Ask appropriate questions and seek clarification when necessary.
• Recruit and interview applicants for open positions.
• Prepare and document evaluation, awards, disciplinary actions, pay changes, and position descriptions for employees.
• Secure training opportunities to employees to ensure subject matter expertise is maintained within the traffic.
• Alternate manager for PHPR unit.
• When assigned, assume responsibilities of the position, including day-to-day personnel, fiscal, and operational duties.
• Demonstrate a willingness to assume leadership responsibilities and the ability to maintain a professional attitude and composure during periods of high stress.
• Support program leadership in decisions and ensure the policies, procedures, and protocols are understood and implemented.
• Support program leadership to ensure the program is respected and valued by all partners.
• Advise and provide technical assistance to PHRC workgroups.
• Ensure all plans, documents, contracts, and unit correspondence are written to support health equity principles.
• Review and update plan to ensure inclusion of at-risk population planning principles.
• Participate in medical sheltering and Wyoming Medical Stations activities.
• Participate in Medical Countermeasure activities.
• Review literature for best practices for inclusion in PHPR activities and work plan.
• Other duties as assigned.

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to individuals with a Bachelor’s degree in Disaster/Emergency Management, Public Health, Information Technology, Communications, Public Administration, or a related field, with eight to ten years of job-related work experience.
Preference may be given to individuals with a Master’s degree.
Preference may be given to individuals with extensive experience plus technical training may be considered equivalent to a degree.
Preference may be given to individuals with completed certification training in the following FEMA courses: ICS – 100; ICS – 200; ICS – 300; ICS – 400; IS – 700; IS – 800, and IS – 800b.

**Requires a valid motor vehicle operator’s license and acceptable driving record, both of which must be maintained.

KNOWLEDGE:

• This position requires a high level of technical knowledge of state and federal emergency preparedness systems and resources, which are essential for public health emergency planning and response to a public health emergency.
• Advanced expertise in public health, emergency operations, preparedness, communications, NIMS, ICS, agency, and program procedures and protocols.
• Ability to maintain professional attitude and composure during periods of high stress, such as a disaster or widespread medical crisis.
• Skills in performance measurement and developing strategies to coincide with program objectives and project coordination.
• Advanced skills in creative presentations, use of various software programs, and emergency preparedness planning.
• Advanced knowledge of current issues and trends in public health, responder health, environmental health, CBRNE, and the public health response to terrorism and natural events.
• Strong skills in planning, implementing, and evaluating multidimensional projects; developing plans, technical curriculum, and training materials for various level health care and medical groups.
• Abilities to communicate effectively using both written and spoken methods; prepare for, and speak effectively and make professional presentations; establish and maintain effective working relationships; to function effectively during an emergency in a high-stress environment.
• Advanced knowledge of principles of emergency, continuity, and contingency, logistical, strategic, and tactical planning and management; and principles of public health.
