DEPARTMENT SUMMARY: The Los Angeles LGBT Center’s Department of Health Services is one of the nation’s largest and most experienced providers of LGBTQ-specialized primary care and related services, Our mission to help LGBTQ people lead healthier, happier lives is supported by our comprehensive array of client-centered services including primary care, mental health, psychiatry, sexual health, pharmacy, case management, nutrition, clinical research, housing services and a food pantry. The Center is one of a handful of Federally Qualified Health Centers in the nation specializing in serving LGBTQ people.

JOB SUMMARY: Senior Manager of Operations -Community Health Programs (CHP) is primarily responsible for enhancing access to high quality, client-centered healthcare among underserved segments of the LGBTQ+ community of Los Angeles, with a particular focus on Black and Latinx community members. This position will work to remove barriers and enhance healthcare equity for all segments of our community. As the world’s largest LGBTQ+ organization, the Center is expanding its core healthcare services to new sites around Los Angeles, with the express intent of better serving communities facing significant disparities in healthcare access and outcomes. This position will work closely with a multidisciplinary team of healthcare and community outreach professionals to develop, expand, and maintain high quality, culturally relevant, comprehensive primary care services at these new sites. The successful candidate will have demonstrated skill in addressing and overcoming medical mistrust among populations with high incidence of negative past experiences in healthcare, as well as successfully addressing social determinants of health.

ESSENTIAL FUNCTIONS:

1)Oversee daily operations at all CHP service venues;

2)Work collaboratively with the CHP management team including the Nursing Manager, Medical Director of Sexual Health Education Program and Medical Director of Community Medicine maximize patient service provision and ensure the smooth day-to-day flow of operations;

3)Supervise HIV/STD Counselors, Linkage to Care Specialists, operations staff, and volunteers;

4)Coordinate with facilities staff regarding facilities issues at all offsite locations;

5)Monitor, research and respond to various forms of client feedback, both on an ad-hoc basis and on systems improvement level;

6)Work with directors and managers to ensure that productivity of all services supports maximum client access;

7)Ensure smooth operation of assigned areas to meet productivity, financial, client service and quality standards;

8)Monitor staff for quality assurance and contract purposes;

9)Recruit, interview and select appropriate staff and volunteers;

10)Develop staff work plans, training and development, and annual appraisals of all staff member performance;

11)Coordinate and monitor staff and volunteers training and certifications;

12)Oversee third party billing;

13)Assist with reporting, quality assurance, and evaluation related to contracts;

14)Assist with establishing purchase orders and ordering supplies;

15)Maintain close liaison and foster supportive interaction with contract monitors;

16)Facilitate the interagency referrals and collaborate with other programs and departments;

17)Participate in development of CHP policies and procedures;

18)Represent CHP in State, regional, and local coalitions, meetings and activities;

19)Other duties as assigned;

JOB QUALIFICATIONS EXPERIENCE:

1)Knowledge of or experience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ people;

2)A passion for the Center’s work and its mission to make the world a better place for LGBTQ people;

3)Minimum 6 years’ experience in the field of HIV prevention or healthcare OR equivalent level of education, e.g., M.S.W., M.P.H., or M.F.T.;

4)CPR trained or willingness to be trained;

5)State or County certified HIV Risk Assessment/Disclosure counseling or willingness to obtain certification;

6)Minimum 5 years’ experience with project coordination and management;

7)Excellent verbal and written communication skills, including strong organizational, detail and interpersonal skills;

8)Ability to work in a high-pressure environment with little or no supervision;

9)Ability to handle and prioritize multiple projects;

10)Computer skills including word processing and other software systems;

11)Bilingual skills, a plus (English/Spanish fluency preferred);

12)Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expression, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in a multicultural environment.
