TCHATT provides a telemedicine program to school districts to help identify and assess the behavioral health needs of children and adolescents and provide access to mental health services. Under the supervision of the Associate Director, the Program Administrator will coordinate clinical aspects of TCHATT programs.

This position has an end date of 8/31/23, renewable based upon availability of funding, work performance, and progress toward goals.

This is a state and federally-funded position sponsored by the Texas Child Mental Health Care Consortium (TCMHCC). TCMHCC was created by the 86th Texas Legislature to leverage the expertise and capacity of the health-related institutions of higher education to address urgent mental health challenges and improve the mental health care system in this state in relation to children and adolescents.

This position will be assigned on-campus with an expectation to work on-site for some of the scheduled work week, which will require that you work and live in central Texas. Remote work will require reliable internet access and a suitable workspace free from distractions. DMS HR will contact employees to confirm location of residence and work location is allowable by UT standards. Failing to accurately report work location may result in revocation of approval of Flexible Work Arrangement and/or other disciplinary action.

Purpose

The University of Texas, Dell Medical School (DMS), is a Health Research Institute (HRI) for the Texas Children’s Mental Health Care Consortium. The program and projects of the HRI work to address the clinical needs of the programs which address urgent mental health challenges and improve the mental health care system in Texas for children and adolescents. This position will coordinate assigned clinical projects related to TCHATT for the catchment area. This position will administer the clinical aspects of the TCHATT program and related psychiatric and access program, ensuring alignment with legislative, institutional, and program goals.

Responsibilities

Manages high-risk, high-cost clinical projects, development, clinical staff onboarding, training and education, and collaboration with clinical stakeholders. Develops, champions, and ensures compliance with the organization’s program management methodology, tools, and techniques. Determines clinical priorities and sets tasks. Collaborates with other coordinators and administrators within the team. Problem-solve challenges in implementation of clinical procedures.

Leads clinical staff team. Oversees onboarding of clinical staff. Provides direct supervision to some members of the clinical staff team, establishing performance goals and expectations. Supervises administrative tasks and divides responsibilities. Recruits, hires, trains, supervises, and evaluates clinical employees. Leads clinical team meetings, training, and other activities. Supports clinical staff development. Leads through principled and consistent communications even when addressing difficult subjects. Shares clinical social work expertise in patient care and case management.

Collaborates with leadership and the operations team to plan, develop, implement and evaluate clinical strategy and activities. Oversees the development of policies, processes, protocols, spreadsheets, visual aids, training materials, Google Suite optimization, and other assets to ensure effectiveness of the clinical operation for clinicians and clinical staff. Develops and oversees the development of cross team protocols for service delivery. Conduct clinical needs assessments of internal and external processes and service delivery, recommend sustainable and scalable changes.

Develops program strategies and monitors all projects to ensure that they are aligned to one another. Uses feedback, district evaluations, and data to improve clinical service delivery. Conducts clinical needs assessments of internal and external processes and service delivery and recommends sustainable and scalable changes. Establishes assessment criteria for measuring the effectiveness of the clinical programs. May be responsible for assisting with the development of program funding proposals.

Coordinates clinical services utilized by schools based on presenting concerns. Provide leadership in establishing alliances among community stakeholders. Conducts campus liaison trainings. Represents the program and DMS to key external and internal stakeholders, including leaders in the medical, non-profit, government, and education sectors.

Completes special projects and all other duties as assigned.

Required Qualifications

Bachelor’s degree and at least seven (7) years of professional experience, or master’s degree and at least five (5) years of professional experience coordinating or managing a program, at least two (2) years of which are in a medical, educational, or non-profit setting. Experience developing new products, services, and/or processes with limited oversight. Experience developing and/or delivering presentations, training, focus groups, and/or reports to virtual and in-person audiences. Knowledge of state and federal policies, agencies, and/or resources related to pediatric mental health. At least two (2) years’ experience leading a professional team, including direct supervision of employees. Excellent verbal and written communication skills. Preferred Qualifications

Experience working in high-level administrative or operational leadership in k-12, medical, or mental health settings. Experience developing, scaling, and sustaining technology-focused product or service, preferably related to telehealth. Knowledge of national, state, and local mental health policy and providers. Knowledge of best practices in project management and program improvement. Experience writing and monitoring grants and contracts. Knowledge of HIPPA and FERPA regulations related to student services and mental health. Experience in program evaluation. Knowledge of telehealth technical products, services, and best practices for pediatric mental health service delivery.

Salary Range

$80,000 + depending on qualifications
