Youth Counselor/Case Manager-Bilingual English/Khmer(Cambodian – The Cambodian Family Community Center – Lakewood, CA

Founded in 1980, The Cambodian Family (TCF) Community Center is a community-based, multi-cultural, non-profit organization, located in Santa Ana, California. Our mission is to provide refugee and immigrant families with the opportunities to develop the knowledge, skills, and desire for creating better health and well-being in their lives. We accomplish this by providing programs and services in three main areas: (1) community health and mental health; (2) youth program; and (3) civic engagement, immigration, and advocacy.

Title: Youth Counselor/Case Manager -Bilingual English/Khmer (Cambodian)

FLSA: Non-Exempt, Full-Time – 40 hours/week

Reports to: Director of Youth/Civic Engagement/Immigration Programs

Pay Range or Rate & Benefits: $17-19/hour – plus excellent benefits package (medical, dental, vision, 403b retirement matching plan, paid holiday and vacation time off)

Summary: A Spanish-speaking youth counselor/case manager is needed to help recruit, train, and mentor youth from 7th-12th grade with the Empowered Southeast Asian and Latinx Youth (ESALY) Program. The youth counselor is expected to assist in building and training a cohort of youth leaders living in Santa Ana who will instruct Substance Use Disorder (SUD) curriculum, act as mentors, and who will be trained in advocacy, community organizing, and civic engagement to engage in youth led Policy, Systems, and Environment (PSE) change through Project ALERT, to ultimately reduce SUD in the Southeast Asian and Latinx communities of Santa Ana. In addition, the youth counselor will provide after-school tutoring, support students and their families through a variety of activities in our Plan Ahead Youth Program (PAYP), and provide case management services to residents served through our Resident Support Services program. This person must enjoy working with youth and would serve as a good role model for our youth. This position is a grant-funded position.

Essential Functions:

  • Outreach and recruit youth at schools, neighborhoods, community events, etc.
  • Provide on-going support for the youth and their families
  • Help register new youth to the program
  • Mentor youth and follow up on their progress
  • Track the youths’ activities and attendance in their files and follow up with youth
  • Conduct individual or group information sessions
  • Answer telephone inquiries
  • Make referrals and linkages for SUD as needed
  • Conduct follow-up of case to obtain missing documentation
  • Maintain accurate, complete and confidential case files, both electronic and hard copy
  • Submit program reports and statistics in a timely manner
  • Participate in staff meetings, on-line webinars and other training opportunities
  • Coordinate and assist youth to develop advocacy campaign
  • Identify youth to be a part of the ESALY Youth Advisory Council
  • Host Youth Advisory Council meeting (monthly) to provide program feedback, develop/implement advocacy/organizing/Policy, Systems and Environmental (PSE) strategies, etc.
  • Train Youth Leaders to deliver Project ALERT curriculum
  • Tutor youth in our PAYP and follow up on their progress
  • Teach youth life skills and creative classes
  • Track the youths’ activities and attendance in their files and follow up with children who are absent or who need additional help
  • Provide on-going support for the children and their families
  • Help organize and lead parent meeting and parenting education workshop
  • Attend and participate in meetings with contracted partners
  • Work in tandem with program coordinator to host and facilitate listening sessions and training workshops
  • Conduct COVID-19 outreach and education in English and Spanish on topics such as preventative measures to reduce the spread of COVID-19, public health guidance, quarantine and isolation, the importance of COVID-19 vaccine, where to go for testing, for vaccines, how and where to access available resources and updated information regarding COVID-19, and more. Outreach and education will be done through social media, in-person individual or small group gatherings, virtual workshops and gatherings, community events, and door-to-door outreach.
  • Provide Spanish translation and/or interpreting services to limited-English-proficient community members and assist them in the completion of referrals (i.e., phone assistance, filling out forms, etc.)
  • Provide referrals/linkages to health/social service agencies/community resources
  • Host, plan and promote community events throughout the year
  • Adhere to all agency policies and procedures
  • Perform other duties assigned by the Executive Director/Supervisor

Minimum Qualifications – Knowledge, Skills and Abilities Required

  • Must have at least a Bachelor’s Degree in any field
  • Must have at least one year of experience working with children/youth ages 6-18 years old, preferably within the after-school program and/or nonprofit setting. Previous experiences in youth substance use disorder prevention programs are strongly desired.
  • Bilingual in English/Khmer (Cambodian) – strongly desired
  • Ability to manage a virtual/in-person classroom of 20-25 children/youth
  • Ability to interact effectively with residents, children and their families
  • Good communication and writing skills
  • Excellent attention to detail
  • Must have the ability to work independently and in a team
  • Be self-motivated, self-directed, quick to learn, flexible, and creative
  • Have high comfort level working in a diverse environment, particularly with the immigrant communities
  • Ability to effectively represents the agency, our mission, and our programs to the outside world
  • Verification of employment eligibility, driving record, and background check required.
  • Must have a successful record in setting priorities; keen analytic, organization and problem solving skills which support and enable meaningful data interpretation (versus simple reporting) and sound decision making
  • Must have personal qualities of integrity, credibility, accountability, and dedication to the mission of The Cambodian Family
  • Must maintain professional behavior, dress, and appearance at all times
  • Drive personal car for work-related purposes (mileage to be reimbursed); maintains driving record and car insurance in accordance with organization’s policies and provides related records periodically
  • Must be able to work weekends and evenings upon request

Preferred

· Case management experience is a plus, but training will be provided

· G Suite (Google Sheets), Canva, Zoom, and Adobe Suite preferred.

Environmental Conditions (Working Conditions)
· Exposed to typical office environment conditions and noise levels.

· Exposed to mentally demanding situations (including but not limited to: emergency situations, accidents, and stress)
Physical Requirements
· Sit for extended periods of time at a computer station or work desk. Stand and walk throughout the day.

· Uses hands and fingers to operate computers and office equipment for up to 8 hours or more each day.

· Requires clear vision at 20 inches or less with or without corrective lenses and vision sufficient to use equipment.

· Hearing and speech within normal ranges and sufficient for clear communication face to face and on the telephone.

· Lifts up to 50 pounds occasionally.
Mental Requirements
Must be able to handle any/all of the following: constant distractions, interruptions, emergency situations, accidents, and uncontrollable changes in priorities/work schedules. Must be able to process information, think, and analyze situations in short periods of time. Must be able to comprehend and follow instructions, maintain work pace appropriate to given workload, and relate to other people beyond giving and receiving instructions.
