Job Description

SHIFT: Rotating

PURPOSE OF POSITION

Oversees the multidisciplinary team, and organizes, plans, directs and oversees the daily operations of the Opioid Treatment Program within the SUD Treatment Services continuum. She/He/They provides clinical oversight and consultation, in collaboration with the Medical Director, and focuses on key strategic priorities, including patient experience, access to care, increased market share, and improving financial stability of the program. In collaboration with SUD Treatment Services Leadership, she/he/they ensures that we are meeting or exceeding all regulatory, legal, ethical and professional standards.

AREAS OF RESPONSIBILITIES

Substance Use Disorders Treatment Services, including: Opioid Treatment Program (OTP)

SUMMARY OF DUTIES AND RESPONSIBILITIES

  • In collaboration with appropriate leadership, develops a model of care and plan for service provision
  • Leads the overall day-to-day operations of the OTP; is available for consultation, guidance and planning
  • Participates in the development of standards and guidance for the delivery of services in the OTP; takes a leadership role in the development of policies, procedures, workflows and standard work
  • Effectively communicates and administers policies and procedures, and ensures compliance with these policies, as well as city, state and federal regulations
  • Collaborates with program and SUD Treatment Services Leadership to coordinate and communicate all on-site surveys; prepares, monitors, and maintains all related performance improvement plans/plans of corrective action
  • Monitors, tracks, trends, and analyzes data for the OTP; makes appropriate recommendations and conclusions and takes action to improve performance
  • Prepares reports; understands underlying detail of reports and articulates explanation of department results
  • Works cooperatively and collaboratively with staff, supervisors and administrators, physicians/clinicians, and other departments on actions that contribute to positive performance
  • Plans, organizes, directs and monitors quality management and performance improvement initiatives that indicate the quality, safety and fiscal performance of the OTP
  • Provides direct supervision and mentorship; participates in recruitment of staff associated with the OTP and SUD Treatment Services
  • Provides general oversight of patient care to ensure that program is providing safe, high quality, evidence based, integrated and accessible services; provides clinical consultation and guidance
  • Monitors, reviews and evaluates the work and job performance of staff; provides feedback and recommends personnel actions to maintain high standards of clinical care; prepares and assigns work schedules and oversees time and leave for the service area
  • Serves as a liaison, and builds and maintains community relationships and partnerships
  • Provides administrative and/or supervisory and/or clinical coverage with-in SUD Treatment Services
  • Other duties as assigned to support the mission, vision and strategic priorities of the institution. Minimum Qualifications
  • A Master’s Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or related field; and,
  • Five (5) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services; or,
  • A satisfactory equivalent combination of education and experience.

  • QHP by OASAS and CMS definition

EDUCATION LEVEL:

  • Master’s Degree and/or Doctorate Degree in Social Work, Psychology and/or related field in Arts or Science with a specialization in hospital administration, health care administration, administrative medicine or in public health
  • Clinical Supervision Foundations I and II

KNOWLEDGEABLE IN:

  • Substance Use Disorders Treatment/Behavioral Health
  • OASAS, CMS, TJC and other regulatory structures
  • Regulatory Compliance
  • Program Management
  • Clinical Supervision
  • Quality Assurance/Management
  • Fundamentals of hospital organization and administration

COMPUTER PROGRAMS/SOFTWARE OPERATED

  • Outlooks EMRs, EPIC, Word, Excel, PowerPoint, AMS (or equivalent)
  • At least one year of administrative experience and background

YEARS OF EXPERIENCE:

  • At least one year of administrative experience and background
