Program Manager, Community Services – Butte County, CA – Chico, CA

The Butte County Behavioral Health Department has an opening for a Behavioral Health Program Manager, Community Services that does not require licensure. This position will oversee SEARCH FSP (Support, Employment, Assistance, Recovery, Consumer Housing Adult Full Service Partnership Treatment Team) services and have some overlap with the new Everhart Village as it evolves. This position is responsible for overseeing the SEARCH programs countywide and requires travel. As this is an MHSA (Mental Health Services Act) funded position it will require data collection, standardization of programs and includes implementation of the ACT (Assertive Community Treatment) model.

Work hours require 24/7 coverage and support and the oversight of two unlicensed supervisors.

Under limited supervision, develops, manages, and coordinates community and emergency medical services programs and staff to provide emergency management, and health prevention and treatment services to county residents.

  • Develops and maintains health assessment, treatment, and emergency medical programs and plans; reviews and critiques performance and outcome measures; assesses quality and conformance to standards.
  • Guides, supervises and assists staff; prioritizes and assigns projects; develops staff skills and conducts performance evaluations; identifies training needs and provides training for staff.
  • Provides coaching, counseling and guidance on professional responsibilities and technical skills; designs, conducts, and evaluates emergency management exercises.
  • Leads and manages multi-disciplinary team meetings to review client caseload, treatment, concerns, and recommendations; reviews and approves progress reports; may represent clients in administrative hearings and dispute resolutions.
  • Manages facilities as required; coordinates supplies and equipment; may coordinate fixed asset design, purchase and installation; may test emergency operations equipment.
  • Analyzes trends, and evaluates program requirements and resource utilization; coordinates program planning and evaluation; coordinates protocols to effect integrated services and/or multi-hazard emergency medical response with other programs, departments and agencies; responds to requests for information.
  • Monitors budget and expenditures for services; assures that appropriate services are provided; coordinates information and assures effective communications between programs.
  • Reviews and approves documents, clinical files and billing records for all programs.
  • Develops and enhances cooperative professional relationships with local community agencies.
  • Provides consultation and training to other organizations in the community on health issues and emergency medical/disaster response; conducts presentations and training to County staff, agencies and general public to introduce and communicate the roles and functions of the programs.
  • Maintains expertise in field of service through participation in applicable educational opportunities.
  • Prepares and distributes public service announcements and newsletters.
  • Communicates with the media regarding department functions and emergency medical services.
  • May maintain the departmental resource library and perform research as required.
  • Maintains and enforces all aspects of confidentiality of client information; monitors compliance to the standards of the Privacy Act of 1974, {U.S.C. ยง 552A} as amended.
  • Performs other related duties as assigned.
