Supervisory Nurse (Admin/Ambulatory), GS-0610-12, DSCH, Winder Clinic – Madigan Army Medical Center – Fort Lewis, WA

POSITION DUTIES:

1. The position is within an ambulatory primary care clinic setting which may be located internal or external to the MTF. The Supervisory Nurse, also referred to as the Clinical Nurse OIC (CNOIC), oversees the scope of practice and provision of nursing services within the ambulatory clinic, also referred to as the Patient-Centered Medical Practice which may encompass multiple Patient-Centered Medical Homes within each practice or clinic. The incumbent provides the full range of supervisory duties to include personnel and resource management comprised of coordinating staffing support, scheduling, hiring, and enforcement of performance standards. Additional responsibilities may include, but are not limited to, implementation of evidenced based nursing practice, policy enforcement, performance/quality improvement, utilization management, Joint Commission preparedness, National Committee for Quality Assurance (NCQA) preparedness, budget management, staff education and competency validation, direct patient care activities and other support activities within the scope of practice.

2. The incumbent advises the senior leadership on nursing matters; reviews, recommends changes, and assists in the development of regulations, procedures, and other matters. The incumbent is responsible for working with senior leaders to optimize unit performance, meet Healthcare Effectiveness Data and Information Set (HEDIS) measures, National Committee for Quality Assurance (NCQA) recognition, preventive health care measures, access to care and other organizational directed initiatives. Supports the commander’s vision, organization mission, and organizational strategic themes for performance by aligning clinic initiatives and practices with Balanced Scorecard objectives. Participates in Department of Nursing meetings/activities to enhance the quality of management practices, policy definition, procedures, and programs. Serves as role model to experienced ambulatory care nurses as well as those who work outside of ambulatory care. Incumbent provides input regarding organization, structural or content changes throughout the ambulatory care centers, services, and clinics in the Medical Treatment Facility (MTF). Incumbent provides input regarding the development of estimates, statistics, suggestions, and other information useful to strategic planning at all levels and interfaces with key personnel within the MTF and TRICARE systems. The incumbent adjusts operations to meet mission and resources; evaluates work performance and productivity; makes decisions on training needs and requests by nursing and ancillary staff; and handles ambulatory care nursing complaints and concerns as appropriate.

3. Incumbent provides care coordination activities internally within the accountable care organization and externally with civilian and military medical facilities. Promotes and maintains good public relations, both internal and external to the hospital. Serves as a clinic nursing subject matter expert and performs direct patient nursing care as needed.

4. Supervisory Duties: Directs the work of military and/or civilian personnel up through the equivalent grade of GS-0610-12. Incumbent has overall responsibility for the day to day management of assigned nursing personnel within the health clinic. The incumbent is responsible for personnel management to include; planning work to be accomplished by subordinates; setting and adjusting short-term priorities, and preparing schedules for the completion of work; assigning work to subordinates based on priorities, selective consideration of the difficulty, and requirements of assignments and the capabilities of the employees. Incumbent evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both technical and administrative matters; interviews candidates for vacant positions, recommends promotion or reassignment to such positions and makes selections for subordinate positions. Incumbent hears and resolves complaints from nursing employees, referring group grievances and more serious unresolved complaints to a higher level; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifies training needs of employees; finds ways to improve the efficiency of the quality of work ; develops performance objectives; and approves leave. Directs and educates staff about organizational policies and initiatives, The Joint Commission (TJC) standards, and the Medical Command (MEDCOM) policies. Supervisor listens and resolves complaints from patients and staff, additionally effecting reward and disciplinary measures to assigned employees. Assesses and implements training standards for the needs of the staff. The incumbent promotes acceptance and adherence to such programs as Equal Employment Opportunity (EEO) and management employee relations; works to resolve management employee relations issues; works with senior leaders for staffing needs and strategic cost effective staffing planning. Explains work requirements, methods, procedures, and instructs subordinates in new procedures and provides advice and guidance when problems arise or assignments involve new or complex technologies. Incumbent is responsible for the final review and improvement of work methods, organizational structure to improve efficiency and quality of work directed. The incumbent exercises direct technical and administrative supervision and through the clinic NCOIC’s; sets deadlines and priorities in accomplishing objectives within scheduled milestones; maintains production reports and records; holds meetings with subordinates to discuss implementation of changes, resolution of problems, and to plan work methods.

Basic Requirement for Supervisory Nurse (Administrative/Ambulatory):

Degree: A graduate or higher level degree, bachelor’s degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: Applicants must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Experience: At least one full year of professional nursing experience (equivalent to the 11). Professional Nursing Experience is defined as: One year of experience which includes providing nursing care to urgent, emergent, or ambulatory patients, providing education or training to nursing staff, and evaluating nursing staff performance.

  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
