Regional Director, Human Resources – Healthcare

Our client is currently seeking a HR Regional Director to join their team in Allentown, PA.

Reporting into the Chief Operating Officer, the HR Regional Director will ensure the mission, vision, and values of the organization are communicated, modeled, and upheld as well as lead the management of Compensation & Benefits, Occupational Health & Safety, HR Employee Relations & FMLA, and Talent Acquisition.

The ideal candidate will have a solid HR background with proven experience in the Healthcare industry. Additionally, the ability to lead with a positive attitude and be forward-thinking and innovative to drive initiatives which will move the HR department into the future, while also keeping strategic initiatives in mind.

This is a full-time, permanent position based onsite in our client’s Allentown, PA office.

Manages the HR Department programming and services including talent acquisition, employee relations, employee benefits administration, employee recognition programming, labor relations, wellness, and occupational health programming, HRIS, payroll & analytics.

Manages the compensation system which includes coordinating job analysis, maintaining current job descriptions, coordinating job evaluation, maintaining current job classifications and wage/salary ranges, and monitoring both internal and external competitiveness of wages/salaries.

Administers and monitors compliance activities relating to laws, acts, or orders affecting the human resources management function, such as Fair Labor Standards Act, Equal Employment Opportunity Act, National Labor Relations Act, ERISA, Americans with Disabilities Act., Family Medical Leave Act, Affordable Care Act, Pension Protection Act, etc.

Ensures proper documentation of all matters relating to the human resources management function.

Coordinates the performance appraisal system which includes supporting managers and supervisors maintaining measurable performance standards, maintaining forms and records, and assisting senior management in determining the relationship between the performance appraisal system and merit wage/salary increases.

Administers policies and makes provisions for and actively participates in the communication of same.

Oversees the coordination of the organization’s benefit programs, group health insurance open enrollment, retirement savings programs and the administration and communication of these benefits.

Works in conjunction with the Executive Directors, Administrators, Department Directors and the Occupational Health Manager in monitoring workers’ compensation cases, modified work, wellness education, pre-employment health screenings, in conjunction with policies and labor/management agreements.

Manages the HRIS/Payroll system implementation and ongoing development and maintenance of the system.

Administers collective bargaining agreement; interprets agreement for directors and supervisors; participates in labor/management meetings; serves as a third-step adjudicator in grievance process.

Leads the labor negotiation process and development of the Collective Bargaining Agreement provisions.

In consultation with the Executive team, Vice Presidents, Executive Directors and Administrators, develops employment policies and practices for non-union and union employees.

Maintains an active awareness of employee morale and the attitudes of employee groups. Oversees the administration of employee satisfaction/employee engagement surveys.

Manages the Human Resources responsibilities for report and data generation for annual PA Department of Health, PA Department of Human Services, and OSHA or other inspections.

Implements strategies to achieve goals assigned to the department as established by the operating plan; assists in the development of the annual budget for the department and adheres to budget parameters.

Ensures that the department and its personnel adhere to established operating policies and procedures along with outside regulatory requirements, especially laws, acts, and orders affecting the human resources management function.

Organizes the work and activities of the Human Resources Department to achieve established goals.

Communicates with COO, CFO. Vice Presidents, Executive Directors, Administrators, and other facility managers, department directors, and appropriate staff personnel to integrate goals and activities; attends and actively participates in various committee and task force meetings
