Recruitment Range $130,211 – $244,190 (pro-rated for 30 hours per week)
This Medical Director Position directly reports to the Chief Medical Officer for Behavioral Health and IDD and works collaboratively with other members of the office to meet key office responsibilities, such as: coordination of medical disciplines across the behavioral health and IDD systems, providing medical expertise in program/system development, clinical policy, complex case management and system quality of care, as well as, setting medically related policies, procedures, and quality metrics. This position will also provide consultation to the Division of Health Benefits on behavioral health and managed care policy. Responsibilities include:
- Provide psychiatric consultation for the DMHDDSAS’s quality management program and in the development of DMH/DD/SAS clinical coverage policies and service definitions.
- Advise on clinical system design, including behavioral health crisis, child residential, and integrated care systems.
- Participate in DMH/DD/SAS strategic planning and other activities with relevant stakeholders including LME/MCOs, other health plans, and consumer and provider stakeholders.
- Provide psychiatric consultation to Medicaid Transformation, including, but not limited to: BH/IDD Tailored Plan (BH/IDD TP) design and implementation, Foster Care Plan design, and the behavioral health aspects of Standard Plan design and implementation.
- Serve as a member of the Medical Leadership team for the Chief Medical Office for BH & IDD
- Participate in multi-disciplinary team review of complex cases brought to DMH/DD/SAS
- Special projects and initiatives as requested by the Chief Medical Officer for BH & IDD
- Provide clinical consultation to the PASSR team

About the Division of State Operated Healthcare Facilities (DSOHF):
DSOHF operates 14 state operated health facilities: three psychiatric hospitals, three developmental centers, three alcohol and drug abuse treatment centers, three neuro-medical treatment centers, and two residential treatment programs for children (a weekday school and a PRTF). In total, there are approximately 11,000 employees across DSOHF facilities, including approximately 30 in the central management team that oversees operations of these facilities. The central management team manages the corporate functioning of the health system, providing oversight, technical assistance, budget management, consultation, monitoring and program development support, leadership, planning, Departmental coordination, and a host of other functions central to the management of this health system.
About the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services (DMHDDSAS):
DMHDDSAS works in concert with DSBH to shape public policy and programs serving individuals living with mental health, developmental disabilities, and substance abuse services in North Carolina. DMHDDSAS drives community treatment strategies as the primary regulator of the behavioral health components of contracted managed care providers and in that course establishes oversight mechanisms, performance outcome measures, and other professionalized regulatory techniques. The Division also administers directly and through contracts a series of state and federal programs relating to prescription drug abuse, underage tobacco and alcohol use, DWI assessments, veteran issues, inpatient treatment, housing, employment, workforce development, integrated care, and gambling treatment. DMHDDSAS operates a budget of over $500 million in state and federal appropriations and grants. The Division applies for, competes, and administer numerous grants and innovative programs orchestrated in support of the broader DSBH and DMHDDSAS mission.
DMHDDSAS is responsible for collaborating with multiple state agencies, public officials from the local, state, and federal level, consumers, advocates, providers, and other stakeholders to ensure effective policy development and implementation. The Division works through DSBH, with its companion agency, and across the Department, including the Divisions of Medicaid, Health Service Regulation, State Operated Healthcare Facilities, Public Health, Social Services, and others to collaborate in the purpose of its mission. With respect to the Division of Medical Assistance, DMHDDSAS oversees seven units of local government known as Local Management Entities/Managed Care Organizations, which are responsible for providing MH, IDD, SUD and TBI services to individuals on Medicaid and the uninsured.
