GENERAL DESCRIPTION:

This position assists the department in achieving its objective of enforcing the Wyoming Insurance Code by assisting the Staff Attorney, Commissioner, and Deputy Insurance Commissioner with research and preparation of legal documents to include: enforcement actions against companies and producers; rules and regulations; contracts; and service of process on insurance companies.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Prepares legal documents for review by the Staff Attorney.
  • Maintains legal files and docket system for the Insurance Department.
  • Keeps calendar system for hearing dates, suspensions, and revocation dates for companies and producers and schedules time to answer legal pleadings.
  • Assists in legal research of case law, Wyoming Statutes, and Insurance Department Regulations to prepare legal documents.
  • Assists in trial preparation by making copies, exhibits and file preparations, and occasional testimony.
  • Prepares new regulations and amendments to regulations, formatted according to specifications set forth by the Secretary of State.
  • Follows a strict time frame and notification process for adoption of amendments and making new regulations
  • Tracks legal actions in other states against Wyoming licensed companies and producers through a database with the National Association of Insurance Commissioners.
  • Enters pertinent data into designated computer systems/software programs, reviews, and verifies data.
  • Enters pertinent data into state contract system for developing and tracking agency contracts and keeps a calendar of renewal dates.
  • Oversees and coordinates document production; compiles information necessary for reports and case development.
  • Prepares written and verbal correspondence with involved parties, attorneys, and citizens.
  • Collects data and drafts an annual report on medical malpractice claims against insurance companies.
  • Freedom of Information Act (FOIA) requests and responses
  • Service of Process documentation and correspondence

Qualifications

KNOWLEDGE:


  • Knowledge of legal concepts, terminology, principles, and procedures.
  • Knowledge of administrative law, terminology, principles, and procedures.
  • Knowledge of the use of legal reference material and legal research.
  • Knowledge of state and federal court policies and procedures.
  • Knowledge of government and legislative processes.
  • Knowledge of Wyoming Statutes and agency mission goals, policies, and procedures.


MINIMUM QUALIFICATIONS:


Education:

Bachelor’s Degree (typically in Paralegal/Legal Studies)


Experience:

0-2 years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support Specialist


OR


Education & Experience Substitution:

3-5 years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support Specialist



OR

Certificates, Licenses, Registrations:

National Association of Legal Assistants certificate as a CLA or ALS (Certified Legal Assistant) or CP (Certified Paralegal) or National Federation of Paralegal Association PACE Registered Paralegal.

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:


  • Work performed in an office setting. Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • May include occasional travel as necessary.
