REQUIREMENTS

Must be OSTDS program certified in accordance with Section 381.0101, Florida Statutes.

Must have a bachelor’s degree or higher from an accredited college or university with a major in one of the physical or natural sciences or public health.

Must have a valid driver’s license.

Must be willing and physically able to work outdoors in extreme environmental conditions.

Must be willing and physically able to use a hand auger to auger soil borings to a depth of 72 inches. Must be able lift fifty pounds.

POSITION DESCRIPTION

The position primarily performs onsite sewage treatment and disposal system inspections and site evaluations as assigned. Conducts site evaluations and prepares permit specifications and restrictions for commercial and residential onsite sewage disposal systems.

Reviews sewage disposal-related applications and project plans submitted by developers, engineers and governmental entities for compliance with Chapter 381 Florida Statutes.

Enters permit specifications and inspection findings into the Environmental Health Database (EHD) system.

Prepares permits with specification and restrictions for commercial and residential onsite sewage disposal systems.

Works outdoors to perform inspections and site evaluations for onsite sewage treatment and disposal systems in a wide variety of environments.

Conducts inspections of onsite sewage treatment and disposal system installations.

Maintains all records required in the proper performance of these programs.

Completes assigned work and prepares reports of activities within required timeframes.

This position is assigned to the Deland office.

Ability to work outdoors in inclement weather in heat and cold for extended periods.

Knowledge of terminology, principles of analytical techniques, physical and natural sciences.

Knowledge of food hygiene laws, regulations and inspection procedures

Knowledge of food, water and vector-borne disease investigation techniques and control measures

Knowledge of Onsite Sewage Treatment & Disposal System (OSTDS) program including construction and operating permits, soils identification, water table determination, and common equipment used for OSTDS systems.

Knowledge of chapter 381 Florida Statutes and associated regulations.

Skilled in interpreting applicable codes and ordinances, detecting violations and identifying and implementing effective measures to achieve compliance.

Skilled in use of environmental health laws, rules and procedures to conduct an accurate and objective inspection and implementing effective measures to achieve compliance.

Skilled in communicating with co-workers and the public in a professional manner.

Ability to collect, evaluate, analyze and interpret scientific and technical data.

Ability to write reports, communicate effectively verbally and in writing, problem solving, planning and organizations.

Ability to use the Environmental Health Database Program to review and prepare permits and review data.

Ability to operate electronic/field sampling/testing equipment and associated computers and software used for routine inspection work.

Ability to identify a sanitary nuisance and prepare enforcement-related documents.

Ability to apply applicable rules, statues, and policies to daily work activities.

Ability to safely use a county or personal automobile for daily work.

Ability to read a permit application, use a laser transit and utilize USDA soil evaluation methodology skills to perform a site evaluation.

Ability to use Microsoft Office 2013 programs such as Word, Excel, and PowerPoint to perform daily duties such as preparing reports and spreadsheets and making presentations.

Ability to independently schedule daily work activities in an efficient and time-effective manner.

Ability to present professional image at all times.
