About the Job:

DWD is the agency charged with administering the federal unemployment insurance benefits program. The United States Department of Labor requires DWD to meet many federal performance metrics in order to keep its federal funding for administration of that program. The Quality, Policy, Integrity, and Training Division of the Unemployment Insurance (UI) Program is responsible for ensuring that the agency is meeting those performance metrics, for assisting employees in meeting quality metrics, for troubleshooting issues that arise in the UI system, for issuing policies and instructions to address changes in federal or state law, and for ensuring internal and external integrity of the UI system through monitoring, fraud prevention, and spearheading projects to improve integrity and quality work. The Division is also responsible for determining how projects and decisions related to the administration and improvement of the UI Program will impact the need for additional federal grants to fund projects, as well as any existing federal grant money awarded to the UI Program.

As the UI Performance Manager, you will be responsible for all federal, state and DWD data metrics and reporting; data validation and integrity; internal and external data requests associated with the UI program. You will be responsible for analyzing existing federal reporting, data validation and data requests processes, proposing necessary process/policy additions and amendments, and coordinating regular process reviews. You will be responsible for coordinating the federally-mandated State Self-Assessment Tool. You will also be responsible for management of the Benefits Training and Quality (BTQ) federal reporting unit, the Benefit Accuracy Measurement (BAM) unit and the Data Validation and Tax Performance System unit.

The duties in this position are required by the United States Department of Labor, as the BTQ, BAM, TPS and Data Validation units assess performance for the federal government and report those metrics to the Department of Labor. You will function at a high level interacting with the UI Leadership Team. You will report directly to the Associate Chief UI Officer.


A Day in the Life:

The essential functions of this role are as follows:

  • Act as a subject matter expert regarding UI federal reporting and data validation;
  • Ensure compliance with relevant state and federal statutes, regulations and policies;
  • Be willing to adjust to change as the UI Division may have needs arise that will require flexibility;
  • Build, direct, manage, and ensure implementation and effectiveness of the UI Division’s Federal Reporting and Data Validation System;
  • Ensure needed data is collected on a timely basis, regularly reports on progress and make recommendation for future improvements based on collected data;
  • Work with DWD’s IT Division on UI federal reporting and data validation data mapping;
  • Coordinate with DWD’s IT Division on UI federal reporting and data validation processes, using an efficiency-based framework;
  • Collaborate on the design of the IT infrastructure required to support a performance and data quality improvement initiative;
  • Implement a federal reporting and data validation process that leads to a positive and measurable impact on the UI system, ensuring alignment and optimal use of resources;
  • Meet with UI Program Division Directors and supervisors to discuss results of federal reporting and data validation efforts;
  • Develop graphs, reports, and presentations to explain analysis;
  • Collaborate with the UI Leadership Team to determine the effect of policies or process changes on federal metrics and the unemployment insurance system as a whole;
  • Coordinate with DWD’s UI Leadership Team on new policies, procedures, and ongoing system support;
  • Conduct the State Self-Assessment Tool pursuant to the standards provided by the U.S. Department of Labor;
  • Attend federal BAM, BTQ, TPS and Data Validation trainings, as directed;
  • Establish constructive communication with UI Program Division Directors;
  • Work with the Associate UI Chief to create cross-functional consistency between UI Benefits and UI tax functions wherever possible;
  • Develop and implement UI data requests process;
  • Coordinate with other DWD business units that utilize UI data to ensure integrity and quality of UI data;
  • Provide data as requested and suggests data points and analysis to Chief UI Officer for program ROI, KPI’s and other impact reviews;
  • Manage and provide primary supervision of all Federal Reporting and Data Validation staff.

  • Ability to interpret statistics and evaluate research studies;
  • Ability to prepare comprehensive reports related to data performance and quality issues;
  • Preferred experience is seven years reviewing policy or performing a combination of policy review and management/supervision. Or significant post-secondary education or training in the areas of policy, administrative law, English, or writing is preferred.


Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
