Job Description

  • Responsible for providing advice, facilitation, training, assessment, and other services related to the development, administration, and technical aspects of quality or assurance programs administered at various organizational levels (e.g., Board, PNNL, program, project, etc.). Serves as a subject matter expert (SME) in some or all aspects of quality or assurance fields, including planning or directing activities concerned with contractor assurance or quality standards, such as ASME NQA-1, Good Laboratory Practices, ISO, etc.

  • Quality and Assurance Management – As a deployed resource to the Research and Development and/or Management and Operations directorates, serves as a relationship manager and/or resource deployment manager for Quality Assurance and Contractor Assurance Programs and resources. Responsible for deploying requirements, systems, processes, tools, analytics, and capabilities required to lead and/or enable quality and performance management to serve the strategic, organizational, operations and project needs of the assigned directorate.

  • The primary purpose of the Quality Engineer (QE) role at PNNL is to support Science and Technology (S&T) projects in establishing effective quality assurance processes and practices – with the overall impact of mitigating risk and ensuring compliance, while striving for increased efficiency and effectiveness of project execution. The QE is the primary deployed resource for the Quality Division, working directly with Quality Managers, Project Managers, and project staff to achieve this impact. The QE is responsible and accountable for delivering (i.e., planning, implementing, and assuring effectiveness) all elements of the PNNL’s Quality Management Program as well as compliance to project-specific requirements that may exist.

  • Overall, the successful Quality Engineer will have a demonstrated track record of leadership, and a broad-based exposure to quality-related techniques and methodologies.

Minimum Qualifications

  • Master’s degree plus 15 years of related experience.

  • Experience in one or more of the following industry pillars from an engineering perspective: Quality, Manufacturing, Design, Construction, or New Product Development (NPD).

Preferred Qualifications

Must have significant experience in four or more of the following and at least one where your peers consider you a Subject Matter Expert (SME):

  • Experience working in a highly regulated environment/industry with a robust Environment, Health, Safety, Security and Quality (EHSS&Q) culture. (e.g. nuclear, food, oil and gas, transportation, medical, pharmaceutical, aerospace, etc.).

  • Experience and practice with any of the following: NQA-1, DOE O414.1D, 10 CFR 50 App B, 10 CFR Part 21, 10 CFR Part 71, and/or 10 CFR 830 requirements

  • Experience in quality program development, maintenance and implementation.

  • Supplier Quality Management (SQM): Qualifications, Capability Studies, Relationship Management, etc.

  • Software Quality Assurance (SQA)

  • Auditing and/or surveillance including on-site fabrication surveillance and reporting experience.

  • Technical writing and composition skills matching processes to procedures.

  • Lean/Six Sigma (DMAIC, etc…): process capability studies, control and improvement.

  • Experience in Suspect Counterfeit Items (SCI) programs, processes and execution.

  • Apparent Cause Analysis (ACA), Root Cause Analysis (RCA) and the modeling of sustainable solutions.

  • Statistics and Data Analytics: process modeling, trending, and background in data-driven decision making.

  • Experience with drawings and inspection design, including GD&T.

  • Experience in analytical chemistry and technical reviews of laboratory generated documents/research.

  • Experience in a manufacturing/fabrication environment, and particular experience with process qualifications.

  • A holder or past holder of any of the following certifications/license: ASQ CQE, CSQE, CQA, ASNT NDE (Level I, II or III), AWS CWI, PE License, Lean Six Sigma Black Belt.

Highly desired Knowledge, Skills, and Abilities (KSAs) and experience, but not required to apply:

  • Experience using Non-Destructive Technologies (NDT) including designing and qualifying the processes to meet quality requirements.

  • Do you now, or have you in the past, been NDT certified as a Level I, II or III under any of the following programs: NAC 410, SNT-TC-1A, CP 189, ISO 9712, or ACCP, and in in any one of the following NDT methods: Ultrasonic Testing (UT), Leak Testing (LT), Radiographic Testing (RT).

  • If not already certified as a NDE III, applicant must be willing to be trained to attain a NDE III in LT and any other methods (i.e. UT, RT, VT, PT, MT, ET, etc.) deemed useful to PNNL projects and work activities.

  • The ability to set up and calibrate NDE equipment and interpret and evaluate results to applicable codes, standards, and specifications.

  • Perform specific inspections and evaluations for acceptance or rejection determinations, issue reports and actively participate in team solution methodologies.

  • Weld inspection experience including the review of welding procedures, Welder Performance Qualification (WPQ) records, Procedure Qualification Record (PQR), Weld Procedure Specifications (WPS), Weld Operator Performance Qualification (WOPQ), etc.

  • Develop written procedures executing quality requirements in accordance with customer approved quality assurance plans/policies and specifications during all phases of hardware fabrication, testing, first article inspection, and final end item inspections.

  • The ability to qualify NDE methods (i.e. qualification plan, generate qualification results, issue qualification report).

  • Able to manage and deploy NDE contractors and scheduling to support project activities across PNNL.
