Supervisory Program Specialist – US Department of Veterans Affairs – Sheridan County, WY

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/24/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: For the GS-13 you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and implements both long and short-range strategies, policies and objectives, and the successful integration of policies concerning both the administrative and clinical aspects of program management; Plans and assigns work to subordinate staff; establishing guidelines and performance expectations for staff which are communicated through the formal performance appraisal program; advising staff on work and administrative matters; resolving informal complaints and grievances; counseling subordinates and effecting disciplinary measures; ensuring employees are trained; and participating in the interview/selection process for vacant positions; Coordinates the developments, implementation, evaluation and improvement processes and procedures to monitor the effectiveness, efficiency and productivity of the services provided by the department; Develops goals and objectives, establishes priorities and approves milestones. Interprets VA, VHA, VISN and accrediting body directives and guidance for impact on all operational matters; Maintains a broad perspective of the programs to formulate sound policy consistent with established policy, goals and priorities. Maintains close liaison with subject matter experts at the VISN and VA Central Office; Performs critical program review and analysis across a broad spectrum of initiatives and issues related to the Veterans Experience Office. Keeps abreast of changes in policy and procedure. Applies technical knowledge of healthcare operations, programming, budgeting, accounting, manpower and program and project management to the interaction and execution of actions. Keeps the Executive Leadership Team informed of actions and progress; Complies with all acquisition regulations, both Federal and VA. Ensures that cardholders adhere to procurement requirements. Monitors to ensure that cardholders conduct daily purchase card reconciliations within the required timeframe and they are correct. Certifies reconciled payment charges in Integrated Fund Distribution, Control Point Activity, Accounting and Procurement (IFCAP) within 14 calendar days of cardholders’ reconciliation. Ensures the Approving Official Checklist is completed monthly for each cardholder supervised; Reviews program and project development execution, assesses and evaluates effectiveness of operations and supports relationships and recommends changes. Actively coordinates across the Medical Center, VISN, VHA, VA and many outside organizations. Identifies resource needs of unique and special interest projects/programs for presentation to key leaders in and outside the VA; Analyzes and synthesizes data from diverse data sources; the ability to produce reports and display information in a variety of formats that effectively communicate to the end user; Cross relates analysis with SVAHCS, VISN, VHA, VA and Congressional goals and objectives in planning and reviewing courses of action which are consistent with executive policy and public laws

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary. Some walking between buildings to other offices, carrying/lifting small and/or lightweight office equipment, books, manuals, charts and supplies. Standing and bending, may carry lightweight items. Work involves working with computers and office equipment. Extended periods of sitting and telephone calling. Moderate lifting, 15-44 pounds; light carrying, under 15 pounds; use of fingers; walking1 hour, standing 2 hours; repeated bending 1 hour; ability for rapid mental and muscular coordination simultaneously; read fine print; hearing (aid permitted); keyboarding; working closely with others. Stamina and concentration to meet crucial deadlines is required. Keen hearing and distinct speech are essential due to the extensive use of the telephone as a means of communication. May be certain amount of mental strain due totime constraints. Ability to handle stressful situations and deal with Veterans and employees who may be disgruntled or emotionally elevated. Requires an ability to remain calm and deescalate agitated customers with diplomacy and tact.
