The Test and Trace Corps (T2) is looking for a Program Advisor to join the Trace Program. The Program Team is comprised of three (3) units: the Operations Support Unit, Out of Jurisdiction Investigation Unit, and the Healthcare Facilities Notification Unit. The units under the Program Team are responsible for operational efforts of the contact tracing call center, monitoring work with public health departments across the country for non-NYC COVID-19 cases (persons diagnosed with COVID-19) and contacts (persons exposed to COVID-19), and notification work with NYC healthcare facilities (HCF) regarding exposures within their facilities.

The Program Advisor will support the Program Lead and assist in oversight of the three units and the 30+ staff members by developing and implementing protocols and systems for ensuring routine, high-quality case investigation and contact tracing.

Summary of duties and responsibilities:

  • Reporting to the Chief of Staff for the Trace Program and under the direction of the Program Lead, the Program Advisor will be responsible for:
  • Advising the Program Lead and making recommendations on the implementation, establishment and/or updating of protocols, policies and systems to support effective case investigation and contact tracing activities
  • Developing and recommending overall direction/strategy and oversight of day-to-day operations of the three units within the Program Team, with an emphasis on the HCF Notification Unit
  • Developing protocols and systems (or advising Units’ development of protocols and systems) and identifying solutions to complex scenarios that arise, in order to ensure robust case investigation and contact tracing
  • Exercising independent judgment and making decisions on behalf of the Program Lead as necessary to ensure the Program Team meets expectations, indicators, and outcomes set by the Program Lead
  • Assisting the Program Lead with strategic planning by using data to provide recommendations to direct the Trace Program contact tracing operation
  • Assisting in the evaluation of Trace Program effectiveness by collecting and analyzing data to support key performance metrics
  • Collaborating with the Informatics Team to ensure that data captured reflect and support programmatic goals
  • Anticipating implications of Program Team work with relation to Trace Program activities, and developing and implementing initiatives to address gaps and new needs as they arise
  • Identifying and/or escalating program operational issues and concerns to the Program Lead or other appropriate Trace Program leadership, as needed
  • Preparing summary reports and presentations for the Program Team for dissemination to general and scientific audiences
  • Representing the Program Team, and attending on behalf of Program Lead, in multiagency workgroups and meetings
  • Completing other duties as assigned

Minimum Qualifications

  • A Master’s Degree from an accredited college or university in Public Health, Public, Hospital or BusinessAdministration, Health Care Specialization, Engineering, Social Services or a related discipline; and four(4) years of progressively responsible experience relating to health care program planning, research,design, operations, evaluation and analysis, one (1) year of which must have been in supervision orplanning and/or analysis; or
  • A Baccalaureate Degree from an accredited college or university in disciplines, as listed in #1 above; and five (5) years of progressively, responsible experience relating to health care program planning,research, design, operations, evaluation and analysis, one (1) year of which must have been insupervision or planning and/or analysis; or
  • A satisfactory equivalent combination of training, education and/or experience.

Department Preferences

  • Ability to plan, organize, and direct public health programs within professional standards and legal requirements
  • Comfort working in fast-paced environment and telecommuting
  • Experience doing outbreak response work highly preferred
  • Experience working with multiple government agencies and contractors simultaneously on the same project highly preferred
  • Experience applying a health equity lens (making sure programmatic approach or work ensures all populations are served fairly and equally to best extent possible) to projects highly preferred
  • Doctoral degree in health-related field with 2-3 years of relevant experience in public health, local or State government, non-profit programming, or monitoring & evaluation strongly preferred
  • Master’s degree from an accredited college or university with 5-7 years of relevant experience in public health, local or State government, non-profit programming, or monitoring & evaluation
  • Experience with contact tracing operations in a large, urban environment a plus
  • Experience effectively communicating with and advising executive leadership in local or State government-led outbreak response initiatives preferred
  • NYC Residency Preferred
