Learning Resources Officer – US Department of Veterans Affairs – Sheridan, WY

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS – 12 position you must have served 52 weeks at the GS – 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You must first meet Basic Education Requirements for this position as described below. Transcripts are REQUIRED

Degree: Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

Combination of education and experience – courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

Combination of Education and experience examples:
Example: Have 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree and two years of specialized experience which would qualify me for the GS-12
Example: Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree plus 1 year of specialized experience which would qualify me for the GS-12

GS-12 Qualifications
Specialized Experience: 1 year of Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of Learning Resources Officer, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least GS-11 grade level.

Examples of Specialized experience: Knowledge and skills represented by clinical practice in direct healthcare setting with mastery in cognitive techniques in clinical care; knowledge of Moulage processes, procedures, and techniques; knowledge of current and future simulation technologies trends associated with delivering simulation-based clinical education, to include experience in current technologies, processes, and standards; and ability to use computer-based programs such as Web-CT, Learning Management Systems, and virtual learning platforms such as Blackboard etc. to manage simulation curricula.

Physical Requirements: The work is primarily performed in an office setting and in a training environment which includes sitting, standing, walking, and operating a computer. Carrying training materials and equipment is required.
