Senior Engineer III – Fairfax County Government – Fairfax, VA

Manages stormwater capital construction projects including stream restoration using Natural Channel Design, Stormwater basin retrofits, dredging projects, dam construction or repairs, and other stormwater projects. The work also includes meeting with citizen groups, stakeholders, design review for constructability, preparation of bidding and contracting documents, construction project management, tracking and monitoring construction progress, conducting project meetings and inspections, managing submittals and contractor questions and responses, managing and processing changes, payment requests, project completion inspections and warranty inspections. Serves as a primary point of contact with the contractor, issues letters and other correspondence as required and maintains all project documentation. Evaluates pre-qualification requirements for prospective bidders, analyzes safety records, conducts meetings, and prepares final bid documents, issues contract awards. Reviews and approves contractor payments, analysis proposed change orders for entitlement, prepares cost estimates, negotiates change orders, manages shop drawings submittals, ensures timely and appropriate Response for Information (RFI) responses, issues field orders/change orders and Request for Proposal (RFP). Assures quality control and conformance to construction documents. Tracks project schedule for timely delivery. Coordinates all aspects of project close-out activities, punch list, bond release, and final acceptance. Conducts field meetings with citizens, stakeholders, contractor to resolve issues encountered during construction. Confirms through field inspection conformance with plans and specifications. Establishes substantial completion, final completion, and end of warranty closeout. Prepares associated documentation to maintain project records.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor’s degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.


CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver’s license.
  • Valid Virginia Professional Engineer or Architect license.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual’s application for reciprocity.


NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.


PREFERRED QUALIFICATIONS:

  • At least 4 years of experience procuring, administering, and managing stormwater construction contracts or other utilities.
  • At least 5 years of experience managing multiple capital projects in construction on projects. Experience includes consultant selection, negotiations, contract management, budget and schedule development, site assessment, quality control, and construction administration
  • A CCM with experience in horizontal construction management.
  • At least 3 years of professional engineer/architect experience with local, federal, and state site development codes.


PHYSICAL REQUIREMENTS:

Approximately 20% of the time spent on field investigations, measurements, meetings, and reviews of Stormwater construction projects including Natural Channel Design, Stormwater basin retrofits, dredging projects, dam construction or repairs, and other stormwater projects. Ability to physically negotiate rough terrain and typical construction sites. Ability to walk steep grades and off-street terrain. Ability to hear safety alarms in a construction site. Ability to produce handwritten and typed documents. Ability to lift 30 pounds. All duties performed with or without reasonable accommodations.
