Administrative Officer II (PCN 2217) – Workplace Alaska – Fairbanks, AK

The Alaska Division of Geological & Geophysical Surveys (DGGS) is seeking a motivated and detail-oriented advanced professional administrative officer to excel as the lead accounting and financial position for the division, responsible for the coordination, analysis and planning of all the division’s financial activities. The incumbent is the Administrative Section Chief, contracting officer for the division, and has the authority to reallocate funds or transfer funding authority and coordinates actions necessary to maintain the fiscal health of the division. This is a full-time permanent position located in Fairbanks.

The DGGS mission is to determine the potential of Alaskan land for production of metals, minerals, fuels, and geothermal resources, the locations and supplies of groundwater and construction material, and the potential geologic hazards to buildings, roads, bridges, and other installations and structures (AS 41.08.020). The Division views public geologic information as a key element in unlocking our natural resources, protecting communities, and helping grow Alaska’s economy. The division generates the geologic information needed to help industry discover and develop Alaska’s energy and mineral resources, understand and mitigate geologic hazards, and otherwise contribute to sustaining our communities, ensuring public safety from natural hazards, and developing our natural resources.

As lead of the administrative support team, this position will provide budgetary direction to section chiefs and program managers on behalf of the Director and Deputy Director, oversee and control all procurement, provides fiscal management of all grants and contracts, assist in managing the division’s facilities and equipment, and advise the Director, Deputy Director, and section chiefs on division-wide administrative and budgetary matters.

This positions’ key responsibilities include coordinating, performing, and supervising all aspects of the administrative functions for the division, including budget development and tracking, accounting and financial management, personnel management, procurement/purchasing, travel, equipment inventory, policy and procedure development and special projects.
This position is the contracting officer for the division. Responsibilities include preparation of grant proposal packages, Purchase Requisitions, Invitations to Bid, and contract documents related to field work procurement, analytical services, software licenses, equipment purchases, personal services contracts, vehicle rentals, and Reimbursable Services Agreements.

Additionally, the incumbent coordinates, prepares, and implements the division’s annual operating and Capital Improvement Project budgets to reflect the goals of the division’s business plan, Director’s priorities, service goals, and financial/human resources needs and reviews the division’s personal services budget and advises the Director, Deputy Director, and project managers regarding appropriate staffing levels, including changes in personnel allocations necessary to meet the identified program needs.
