COMPOSITE FABRICATOR (F-22) – US Department of the Air Force – Hickam AFB, HI

GENERAL EXPERIENCE: Must have a validated understanding of the basic principles and concepts of the occupational series and grade. The following seven basic qualification factors are applicable to the FWS 4352 Dual Status Technician (DST) positions:

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately
  • Skilled in diagnosing and repairing mechanical concerns
  • Ability to format and write English in reports and presentation formats
  • Skilled in presenting formal training presentations and briefings
  • Skilled in applying procedures and directives by reading and interpreting material
  • Ability to communicate clearly and effectively
  • Skilled in training, mentoring, leading, and problem solving

SPECIALIZED EXPERIENCE: Must have at least 12 months of specialized experience in the inspection, repair, modification, removal, installation, troubleshooting, and data documentation of B-2, F-22, and/or F-35 aircraft Low Observable (LO) signature systems and structures. Must have the competencies to work LO aircraft designs and structures. Experienced in conducting testing procedures, prevention of metal corrosion, and material failure. Skilled in applying RCS signature reduction techniques and design elements and skilled in the use of various complex tools and equipment. Must have the working knowledge of metal strength characteristics (annealing, tempering, and normalizing); along with composite and LO material characteristics, and experienced in selecting proper materials for repair actions. Must have a working knowledge of health hazards associated with maintenance and proper mitigation procedures, such as decontamination and housekeeping. Skilled in assembling and repairing aircraft parts and components using specialized fasteners, classified adhesives and advanced composites. Must have the working knowledge of assigned computer systems such as, IMIS, IMS, ALIS, SAS, and/or LOHAS used for maintenance planning, technical instruction, and maintenance documentation. Competent in identifying proper repair materials using engineering drawings to ensure correct radar band frequency is being mitigated. Skilled in verifying materials that match engineering drawings using reflectometer probes. Experienced and skilled in fabricating repair parts from RAM, cutting tools, and adhering these parts to aircraft surfaces and fasteners using vacuum bags, fixtures, and other pressure inducing processes. Skilled and experienced in applying scrim (gauze-like) materials to RAM and aircraft surfaces in preparation for RAM cover strip installation. Experiences included installing RAM cover strips to panel and skin gaps; applying RAM pastes to aircraft surface gaps, voids, and gouges; sanding and skiving RAM and RAM pastes to required aircraft contours; and, repairing LO treatments on polycarbonate transparencies using edge sealing compounds, adhesives, primers, and conductive films.

EDUCATION REQUIREMENTS: For hire into a FWS 4352 DST position, award of the compatible Air Force Specialty Code (AFSC), and unit position assignment, a high school diploma is mandatory. Completion of high school courses in mathematics, algebra, chemistry, physics, mechanical drawing, and metal working is desirable. Higher academic college degree is desirable.

  • Must possess and maintain a SECRET security clearance based on National Agency
    Check with Local Agency and Credit Check.

(2) Must be able to meet and maintain Special Access eligibility requirements.
(3) Must have at least six months hands-on experience on the F-22.

PHYSICAL EFFORTS – Works long periods of time exerting self when bending, shaping, or constructing complex items. Duties regularly require extended periods of walking, climbing, standing, or bending while performing inspections or tedious repetitive maintenance tasks. Work may require prolonged tiring and uncomfortable positions. The specialist may be required to lift heavy equipment and components weighing up to 50 pounds and with assistance up to 100 pounds.

WORK ENVIRONMENT – Majority of work performed is conducted in a typical aircraft maintenance facility, periodic outside work is required to be performed on an active aircraft flight line, subject to exposure to elements of weather. The individual is frequently exposed to potentially dangerous environments to include operating engines, hazardous noise, stored energy, RF radiation, and hazardous chemicals. The use of appropriate clothing or personal protective equipment and strict adherence to work procedures is required to safely perform maintenance duties. Wear of full-face respirators, protective suits, rubber gloves, hearing protection, and other PPE is required. Wear of steel-toed boots is mandatory. Incumbent works with hazardous/toxic chemical products such as paints, solvents, strippers, and adhesives, creating hazardous/flammable wastes and dust. Determines compliance with established performance and safety standards and recommends work stoppage in hazardous situations. The fabricator is subject to any shift and irregular tours of duty.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

CONDITIONS OF EMPLOYMENT:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. To initially qualify and prior to appointment, an applicant’s military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.

3. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence is not qualified for initial hire or promotions into the DST FWS 4352 pay-plan, grade, and its compatible AFSC.

4. To initially qualify and as a condition of continued dual status technician employment, must have the capability to lift, carry, push, or otherwise handle items weighing up to 60 pounds.

5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

6. May occasionally be required to work other than normal duty hours; overtime may be required.

8. To initially qualify and as a condition of continued dual status technician employment, must have the physical capability to stand, climb, walk, bend, crouch, reach, and stoop over extended periods of time.

9. To initially qualify and as a condition of continued dual status technician employment, must possess a valid state driver’s license to operate government motor vehicles, for the state in which he or she lives or is principally employed, in accordance with Air Force and Air National Guard Vehicle Operations Directives.

10. As conditions of continued dual status technician employment, must complete the hazmat certification within six months of employment and complete hazmat recertification every two years.

11. As a condition of continued dual status technician employment, must complete the position’s mandatory AFSC skill level technical training school course within one year of employment.

12. As a condition of continued dual status technician employment, must maintain local network access IAW AFMANs 33-152, User Responsibilities and Guidance for Information Systems and 33-282, Computer Security.

13. As a condition of continued dual status technician employment, specialty requires routine access to Secret material or similar environment. For award and retention of AFSCs 2A600 and 2A7X5, completed and current (within the 5 years from the investigation close date) National Agency Check, Local Agency Checks and Credit (NACLC). Reinvestigation must be opened prior to expiration of current investigation.

14. As a condition of continued dual status technician employment, current special access, for the specific weapon system’s program assigned F-22, B-2, or F-35 positions, is required IAW AFI 16-701, The US Air Force Special Access Programs.
