Status : Full Time Exempt

Education : Required – Registered Nursing License

Preferred – Bachelors of Nursing

Experience : Required – 5 years’ experience as a registered nurse and 2 years management experience

Preferred – Pediatric nursing experience

Supervises : Medical Clinic Staff including; MSS and LVN

Summary: The RN Manager uses sound medical and professional judgment and best practices to support the medical, safety and well-being of every child in care while maintaining compliance with established state nursing and licensing regulatory agencies, and federal standards requirements.

Essential Functions :

1.Perform and supervise medical staff to perform nursing duties at designated site(s), to ensure all required duties meet or exceed nursing guidelines and best practices established by the Texas Board of Nursing for Registered Nurses.

2.At designated site(s) supervise, direct, and train medical staff, and coordinate services, following Texas Department of Family and Protective Services (DFPS), Office of Refugee and Resettlement (ORR) and BCFS HSS Medical Services Division established policies, procedures and guidelines.

3.Implement and monitor established health care plans for service population at the site(s) as prescribed by an advanced practice provider or physician and applying best practice nursing guidelines.

4.Complete accurate documentation for designated site(s) in accordance with agency policies and procedures, contract and regulatory requirements and standards and program timeline requirements.

5.Review, write and update medical protocols and procedures in collaboration with Medical Services Division and Residential Services Division Professional Management Team.

6.Meet all pre-determined deadlines required by program and federal partners.

Measurable Deliverables:

1.Meet and maintain all federal and state regulatory guidelines and standards applicable to this position.

2.Develop medical clinic staffing schedules and assignments and provide solutions to resolve staffing gaps.

3.Provide medical staff with necessary training to ensure competence in assigned position and compliance with all quarterly, bi-annual and annual program training requirements and to RSD staff and service population on medical issues and RSD staff best practices on practices regarding CPR, First Aid, BLS, calling 9-1-1 and controlling contagious disease, quality healthcare and emergency response preparedness.

4.Validate the completion of all nursing duties relevant to this position in compliance with all regulatory authorities, and program protocols including, but not limited to, active and ongoing nursing assessments, charting, scheduling of appointments, routine observations, isolation observations, wellness checks, immunizations, daily, monthly and yearly reports, yearly, progress notes, initial and annual reports.

5.Supervise, direct and oversee site medical staff to execute medical services reflected in healthcare plans and treatment orders, including medication administration, to ensure that all treatment orders directed by physician or midlevel provider are implemented as ordered and immediately upon request.

6.Communicate with pharmacies on ordering prescription medications, check medication deliveries for accuracy and compliance with doctor’s orders and remediate any discrepancies.

7.Effectively communicate, consult and interact with the Medical Director and Medical Services Administrator on policy and procedure issues affecting the quality of health care services on campus and issues of contagious disease control when any child on campus is ill with a contagious disease.

8.Maintain adequate over the counter medication supplies for each service population facility and arrange proper disposal of unused and expired medications.

9.Maintain documentation of controlled drugs that may be available to include up to date reconciliation of all scheduled drugs used in the facility through facility’s protocols and procedures.

10.Provide required facility documentation and reporting to meet BCFS HHS, DFPS and ORR guidelines within the required timeframes.

11.Oversee the development of the medication administration record (MAR) for each child. Audit MARs.

12.Arrange the transport, of children to health care appointments including; doctor, dentist, therapy, counseling, lab and other required transporting visits.

13.Participate in the development of health and medical related protocols and procedures for ORR program.

14.Participate in scheduled meetings, team decisions and operations.

15.Maintain confidentiality of health care records and information in keeping with HIPAA, Protected Health Information (PHI) requirements and BCFS HHS confidentiality protocol and procedures.

16.Know, understand and apply positive behavior management techniques including verbal redirection, de-escalation and containment.

17.Know and recognize the signs of abuse, neglect, and exploitation and sexually provocative behavior and implement professional response, reporting and documenting procedures.

18.Show appreciation and affection toward children in a manner that is compassionate and professional, minimizing cultural misinterpretations.

19.Adhere to scheduled hours pertaining to position, remain available for on-call scheduling, and work evenings, weekends and holidays as needed, requested or deemed appropriate by Medical Program Director and Medical Services Administrator.

20.Plan, organize, and prioritize daily work using sound judgment.

21.Implement BCFS safety protocols including evacuating with children and other staff in case of an emergency.

22.Maintain confidentiality in all areas of the service population and program operations.

23.Maintain BCFS HHS professional and ethical standards of conduct outlined in BCFS employee handbook including demonstrating respect for agency staff, children, and community members and complying with required dress code at all times.

Credentials, Skills and Abilities :

1.Maintain current licenses and certificates required for the position including, but not limited to:

a. Good standing as a licensed Registered Nurse with the state of Texas Board of Nursing

b. Current BLS certifications, PALS preferred

2.Pass a pre-employment drug screen and random drug screens throughout employment.

3.Provide proof of work eligibility status upon request.

4.Pass a pre-employment and biennial criminal background checks.

5.Demonstrate the ability to:

a. Respond sensitively and competently to the service population’s cultural and socio-economic characteristics

b. Work collaboratively with other staff members, service providers, professionals and children

c. Communicate effectively in writing and verbally in English

d. Work in a fast paced environment while maintaining control and professional composure at all times and making decisions based on the needs of the program and service population

e. Maintain computer literacy required to meet the responsibilities of the position

f. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team

6.Must complete and sign Operations Policy and Procedure review and certification

7.Must provide current physical-medical release and provide proof of immunizations, titers or declinations for the following:

a. MMR

b. Varicella

c. HepB

d. HepA

e. Tetanus

f. PPD

g. Meningococcal (preferred)

8.Must be able to perform physical activity such as extensive walking, lifting of patients, stretching and bending

9.Must be able to work in a team environment

10.Must be able to maintain professional people skills, oral, written, listening, and non-verbal communication skills
