Job Description

The Regional Manager of Government Relations is responsible for developing, coordinating, directing and implementing strategies and time lines that accomplish goals and objectives of the International Code Council (ICC) and its subsidiaries. This position is based in Florida and serves as the primary ICC representative for Florida, Georgia, Virgin Islands and Puerto Rico, covering state and local governmental affairs and acting as a point of contact for ICC members, chapters, stakeholders, and coalitions within the geographical region.


The Regional Manager ensures the following responsibilities are successfully carried out on behalf of ICC in Florida and Georgia:

  • Developing state and local legislative and rulemaking language and pursuing to completion; supporting state and local adoption and use of I-Codes, ICC and all of ICCs subsidiary services.
  • Monitoring rulemaking relevant to the review and update of the Florida Building Code; attending all relevant Technical Advisory Committee meetings and Florida Building Commission public hearings.
  • Coordinating efforts to support the update of the Florida Building Code with all stakeholders including but not limited to Building Officials Association of Florida, Florida AIA, fire marshals and other representatives of the fire service, industry representatives including but not limited to electrical, roofing, steel, wood, cement, swimming pool, etc.
  • Building, managing, and leading lobbyists and broad-based coalitions of private and public stakeholders.
  • Monitor and provide regular reporting on state and local legislation within assigned region.
  • Analyzing political climates and trends; including state and local elections.
  • Attending chapter conferences, trade shows and meetings and building relationships with Members/Chapters ensuring support of ICC and its mission and goals.
  • Evaluating existing programs, services and procedures and recommending improvements as necessary to support the goals of the ICC and its subsidiaries.
  • Making presentations and providing testimony to state and local government officials, design professionals, contractors, and other interested parties.
  • Coordinating with other ICC staff in region.
  • Establishing and implementing effective internal communications.
  • Regular reporting of activities to senior members of the Government Relations Department.
  • Preparing and managing an annual budget; tracking expenditures and identifying variances; overall compliance with approved budgets.
  • Extensive travel required.
  • Other duties as assigned.

Job Requirements

  • Ability to travel up to 70% throughout immediate areas of responsibility.
  • Proven leadership and supervisory experience.
  • At least 10 years of experience in government relations, policy development, advocacy, or related fields. Preferably in Florida or Georgia.
  • Strong skills in Microsoft Office, and proven ability to master other computer software.
  • Excellent organizational skills and attention to detail.
  • A proven history of delivering on commitments.
  • Patience, understanding, independence, professionalism, reliability.
  • The ability to use productively the knowledge, experience, and efforts of others.
  • Excellent written and oral communication skills.
  • Residence in one of the States in this positions assigned territory.
  • Bachelors Degree required.
